Mondi Rakaj, nën mbikëqyrjen dhe udhëzimet e të nderuarit John Ingram, Monitor Zgjedhor i emëruar nga Gjykata, dhe në përputhje me Kanunoren e Vatrës të vitit 1926, si dhe me udhëzimet pasuese të gjykatës, pasi shqyrtoi aplikimet, dokumentacionin dhe përputhshmërinë e kandidatëve për kryetar të Federatës Vatra, njofton zyrtarisht vatranët, publikun dhe vetë aplikantët se:
Kandidatët që plotësojnë kriteret në garën për kryetar të Vatrës janë: Adriatik Spahiu, Dritan Haxhia, Dr. Elmi Berisha dhe Dr. Pashko Camaj. Aplikanti Valentino Lumaj u skualifikua nga gara për shkak se nuk plotëson kriteret bazuar në Urdhrin e Gjykatës dhe Kanunoren e vitit 1926 të FederatësPan-Shqiptare të Amerikës VATRA.

The Preparatory Committee of the Vatra Convention, led by Mr. Mondi Rakaj, under the supervision and guidance of the Honorable John Ingram, Court-Appointed Election Monitor, and in accordance with the 1926 Vatra Constitution and By-Laws, as well as the subsequent instructions of the Court, after reviewing the applications, documentation, and eligibility of the candidates for President of the Vatra Federation, hereby officially informs Vatra members, the public, and the applicants themselves that:
The candidates who meet the criteria in the race for President of Vatra are: Adriatik Spahiu, Dritan Haxhia, Dr. Elmi Berisha, and Dr. Pashko Camaj.
Applicant Valentino Lumaj was disqualified from the race because he does not meet the eligibility requirements pursuant to the Court Order and the 1926 Constitution and By-Laws of the Pan-Albanian Federation of America VATRA.
