Bruksel, 11 dhjetor 2015/ Komisioni Evropian ka miratuar programet e pakos së asistencës para pranimit për vitin 2015 për të mbështetur reformat dhe bashkëpunimin rajonal në vendet që dëshirojnë t’i bashkohen BE-së, me një vlerë prej rreth 1 miliardë €.

“Kjo pako shpreh angazhimin e fuqishëm për perspektivën e BE-së për Ballkanin Perëndimor dhe Turqinë. Ai është një investim afatgjatë në stabilitetin, sigurinë dhe prosperitetin e vetë BE-së dhe do të mbështesë procesin e reformimit ekonomik dhe politik të vendeve në rrugën e tyre drejt pranimit në BE”, tha Johannes Hahn, Komisioneri për Politikë Evropiane të Fqinjësisë dhe Negociata për Zgjerim.

MBËSHTETJE NË REFORMA

Financimi vjen nga Instrumenti i Asistencës para Pranimit (IPA II), dhe do të jetë në dispozicion për Shqipërinë, Bosnjen dhe Hercegovinën, Kosovën, ish-Republikën Jugosllave të Maqedonisë, Malin e Zi, Serbinë dhe Turqinë. Ai do të mbështesë reformat e mëtutjeshme demokratike dhe publike si dhe bashkëpunimin rajonal.

INVESTIMI NË LIDHJE

Kjo pako veçanërisht përfshin një program 155 milionë eurosh për të ndihmuar financimin e projekteve të mëdha të infrastrukturës rajonale në sektorin e energjisë dhe transportit në Ballkanin Perëndimor: katër ndërlidhje energjetike, dy projekte rrugore dhe dy projekte hekurudhore, ku të gjitha prej tyre do të sjellin më afër njëra tjetrës ekonomitë dhe shoqëritë. Kontributi i BE-së pritet të stimulojë edhe kredi nga institucionet financiare partnere deri në shumë të përgjithshme prej 540 milion €.

Përmirësimi i lidhjes brenda Ballkanit Perëndimor si dhe në mes të Ballkanit Perëndimor dhe BE-së është një faktor i rëndësishëm për zhvillimin ekonomik të rajonit. Komisioni e ka agjendën e lidhjes si një prej prioriteteve më të larta në këtë rajon, me mbështetje të plotë të qeverive të Ballkanit Perëndimor. Një theks i veçantë i është vënë përgatitjes dhe financimit të projekteve konkrete në investimin e infrastrukturës rajonale, mirëpo edhe në zbatimin e standardeve teknike dhe masave të buta (p.sh. thjeshtësimin e procedurave për kalimin e kufirit ose shthurjen e kompanive dhe qasjen e palëve të treta në rrjete).

€1 billion EU support for the Western Balkans and Turkey

The European Commission has adopted its 2015 package of pre-accession assistance programmes to support reforms and regional cooperation in countries wishing to join the EU

Brussels, 11 December 2015

The European Commission has adopted its 2015 package of pre-accession assistance programmes to support reforms and regional cooperation in countries wishing to join the EU, totalling approximatively €1 billion.

“This package expresses our strong commitment to the EU perspective for the Western Balkans and Turkey. It is a long-term investment in the EU’s own stability, security and prosperity and will support the political and economic reform process of the countries on their EU accession path”, said Johannes Hahn, European Commissioner for European Neighbourhood Policy and Enlargement Negotiations.

Support for reforms

The funding comes under the Instrument for Pre-accession Assistance (IPA II), and will be available to Albania, Bosnia and Herzegovina, Kosovo, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Turkey. It will support further democratic and economic reforms, the modernisation of the judiciary and of public administration, as well as regional cooperation.

Investment in Connectivity

The package notably includes a €155 million programme to help fund major regional infrastructure projects in the energy and transport sectors in the Western Balkans: four power interconnections, two road projects and two rail projects, all of which will bring economies and societies closer together. The EU contribution is expected to trigger loans from partner financial institutions totalling €540 million.

Improving connectivity within the Western Balkans, as well as between the Western Balkans and EU, is a key factor for the economic development of the region. The Commission has made the connectivity agenda one of its highest priorities in this region, with the full support of the Western Balkans governments. Special emphasis is given on preparing and financing concrete regional infrastructure investment projects, but also on implementing technical standards and soft measures (e.g. simplifying border crossing procedures or unbundling utilities, and third party access to networks).
