Delivered by the Council Chair of the Pan-Albanian Federation of America “VATRA” Kolec Ndoja/
November 28, 2025 – New York City, United States
Proclaiming the Roadmap for the New Constitution of the Unified Albanian Republic, starting with the designation of the Supreme National Council framework.
⸻
Distinguished guests, brothers and sisters of the Albanian Nation, honored representatives of our people from Albania, Kosovo, the region, and the diaspora, friends of the Albanian cause, and dear members of the great Pan-Albanian Federation of America — VATRA:
Tonight, on November 28, 2025, we gather in New York
to fulfill a circle of history that began centuries ago.
⸻
I. THE THREE NOVEMBERS OF OUR NATIONAL DESTINY
The First November – 1443
The day when Gjergj Kastrioti Skënderbeu raised the Red and Black flag in Kruja,
proclaiming the ancient right of the Albanian Nation to live free,
to stand united,
to defend its dignity before the world.
That November lit the eternal flame of our identity.
The Second November – 1912
The day when Ismail Qemali raised the flag in Vlora,
restoring independence to a people surrounded, divided, and almost erased,
yet unbroken in spirit.
That November gave us the modern Albanian state.
The Third November – 2025
Tonight, here in the United States — the land that gave refuge to our people and power to our diaspora —
the Albanian Nation stands together again.
Not to raise the flag for the first time, not to restore independence for the second time,
but to proclaim a new constitutional destiny for all Albanians everywhere.
Tonight, we embrace the new era, the roadmap of a New Constitution of the Unified Albanian Republic
as the spiritual, cultural, and moral home of our entire nation.
⸻
II. WHY THIS MOMENT MATTERS
We live across borders, across oceans, across continents —
but we have never stopped being one nation.
Albania stands.
Kosovo stands.
Our brothers and sisters in the region stand.
Our diaspora — millions strong — stands more unified than ever.
But our unity has never been written,
never been affirmed,
never been proclaimed in one voice —
until now.
Today, we do not speak as scattered communities.
We speak as one national family.
And tonight, here in New York,
on Albanian Independence Day,
we declare to the world:
**The Albanian Nation is One.
Its Constitution must reflect that truth.
And its future will be written together.**
⸻
III. A CONSTITUTION THAT RISES FROM OUR HISTORY
This roadmap for a New Constitution is not born from politics.
It is born from centuries of struggle, sacrifice, and hope.
It draws its moral strength from:
• Skënderbeu, the Father of our Freedom
• Mother Teresa, the Mother of our Compassion
• Ismail Qemali, the Founder of our State
• The Martyrs of Kosovo, the Keepers of our Honor
• The Diaspora, the Guardians of our Identity
• The Youth, the authors of our future
And it rests on a new architecture — the Four Chambers of the Supreme National Council:
• The Chamber of the Father, guided by justice and wisdom
• The Chamber of the Mother, blessed by the spirit of Mother Teresa and devoted to family, compassion, and human dignity
• The Chamber of the Offspring, protector of our language, culture, heritage, and children
• The Chamber of the People, voice of democracy, sovereignty, and the nation itself
For the first time in Albanian history,
our New Constitution aims to have a heart,
a soul,
and a conscience.
⸻
IV. THE ROLE OF THE DIASPORA — THE NATION WITHOUT BORDERS
We stand today in the United States —
the home of VATRA,
the organization that kept the idea of Albania alive
in the darkest hours of our history.
It was the diaspora that defended our national cause,
that supported our independence,
that protected Kosovo,
that preserved our language and faith,
that carried our identity across the oceans.
Tonight, the diaspora is no longer a witness.
It is a constitutional pillar of the Albanian Nation.
Every Albanian —
from Tirana to Prishtina,
from Ulqin to Tetovë,
from Preshevë to Çamëri,
from Europe to America,
from Australia to Istanbul —
belongs to one constitutional family.
⸻
V. A PEACEFUL, DIGNIFIED, INTERNATIONAL DECLARATION
Let the world hear clearly:
This roadmap for a New Constitution is not a call for conflict.
It is not a challenge to our neighbors.
It is not a rewriting of borders.
It is a declaration of:
• peace,
• unity,
• identity,
• dignity,
• and the eternal right of every nation to define its soul.
We reach out in friendship to all peoples and states around us.
We proclaim only what is ours by history, culture, spirit, and destiny.
⸻
VI. A CALL TO THE NATION
My fellow Albanians:
Tonight we do not close a chapter.
We open one.
Tonight we do not remember history.
We continue it.
Tonight we do not divide the past from the present.
We unite the past with the future.
On this Third November,
let every Albanian say:
**We are one.
We have always been one.
And now, we stand united for a New Constitution .
⸻
VII. CLOSING WORDS
May the blessings of Mother Teresa guide our compassion. May the courage of Skënderbeu inspire our strength. May the wisdom of our elders and the dreams of our youth shape the future that awaits us.
And may the New Constitution —our Covenant of Unity — serve every Albanian, in every land, for every generation to come.
