Avdullah Hoti: Marr përgjegjësinë e plotë për rezultatin e LDK-së

Kandidati për kryeministër i Lidhjes Demokratike të Kosovës, njëherë kryeministër në detyrë Avdullah Hoti, tha se Kosova ka përmbyllur një proces të rregullt zgjedhor.

Sipas tij, kjo tregon për kulturën demokratike që është vendosur në procese zgjedhore, që siç thotë Hoti, është përmbushje e standardeve evropiane.

Ai thotë se pret që Komisioni Qendror i Zgjedhjeve të përmbyllë sa më parë procesin e numërimit të votave dhe certifikimit të rezultateve, që t’i hapet rrugë themelimit të institucioneve të reja të vendit.

Qeveria në detyrë, shtoi Hoti, do të kujdeset për mbarëvajtjen e punëve deri në zgjedhjen e qeverisë së re nga Kuvendi i Republikës së Kosovës.

“Rezultatet preliminare janë krejt tjera prej atyre që kemi pritur. Prandaj, unë e marrë përgjegjësinë e plotë për këtë rezultat zgjedhor të LDK-së. Në ditët në vijim do të diskutojmë gjerësisht me organet e LDK-së për këtë. Në emër të LDK-së ne do të jemi mbrojtës të pa kompromis të demokracisë dhe të orientimit properëndimor, duke qenë opozitë konstruktive në interes të shtetit të Kosovës”, tha Hoti.

Rezultatet preliminare: Prin Lëvizja Vetëvendosje

Ndërkohë, kryetari i LDK-së, Isa Mustafa në një postim në Facebook, ka shkruar se në ditët në vijim, do të bëjnë një analizë të thellë të zgjedhjeve.

“Z. Hoti ka bërë një punë të shkëlqyeshme si kryeministër, por edhe gjatë fushatës. Çfarëdo të jetë, LDK e respekton rezultatin e zgjedhjeve”, ka shkruar Mustafa.

Nga rezultate e deritanishme preliminare që po publikohen në ueb-faqen e KQZ-së, Lëvizja Vetëvendosje po prin me vota.

Rezultatet preliminare nuk përfshijnë votat me kusht, votat me postë edhe votat e personave me nevoja të veçanta.

Dalja në zgjedhjet e parakohshme parlamentare të 14 shkurtit ishte 47 për qind.

Në këto zgjedhje të drejtë vote kanë pasur mbi 1.7 milion qytetarë.

Ladies and gentlemen,/

Let me start by pointing out that in the past two decades we have witnessed the transformation of relations between countries and peoples in the region, with clear actions toward a peaceful and stable region.

This is measurable.

The interaction between governments, people, and trade has increased, which is a clear sign of a promising future.

These changes have been possible thanks to the remarkable support that the EU and the United States have provided to the region through the EU enlargement process, the technical assistance, development and financial aid, and other political support.

The EU and the United States deserve credit for this transformation and for facilitating the peaceful solution of many outstanding bilateral issues.

As far as we are concerned as a country

Our regional relations policy is based on the principle of constructive and good neighborhood policy.

But, we are all aware that such a regional policy is possible when:

All countries recognize each other,
All countries manage to solve, through dialogue, their bilateral outstanding issues;
Provide adequate protection of minority rights, and
Operate in the spirit of European values in resolving political, economic, social and ecological challenges.

On the issue of Regional Security Cooperation

Kosova has been active in arguing that no country in the region should remain neutral towards external threats to the EU and its member states.

Western Balkans was, and should remain, a democratic and Euro-Atlantic zone.

We are not the border land of the EU. We are in fact the mainland of EU.

Therefore, I believe that our region should not serve as a bridge with other external tendencies and systems for geopolitical control.

Our relations with countries in the region

We are committed to achieve peace, stability, and normalization of relations after the devastating wars of the ’90s.

We have strengthened our relations with all countries in the region, and similar attempts have been made with the process for normalization of relations with Serbia.

Our policy is to work with all countries in the region, in good spirit, aiming full normalization, strengthening regional peace and stability, increasing cooperation in all fields, with a focus on interconnectivity, economy, trade, and other areas.

Participation of Kosova in regional security mechanisms

Kosova has been actively engaged in all security regional mechanisms.

It is our priority to participation and integrate into all regional initiatives, on equal basis.

This is based on in our long term vision of Euro-Atlantic integration.

But, it is clear that an obstacle in fostering security cooperation is the lack of trust among countries in the region.

Due to the past, some countries in the region still have some open bilateral disputes, mainly between Kosova and Serbia.

The cooperation in security must be driven by the EU framework on good neighborly relations, but also on the basis of being prepared to respond to global security threats and risks, such as organized crime and illegal migration.

Such a cooperation contributes to creating political stability, and economic prosperity in the region.

Let me also highlight that Kosova aspires to NATO membership.

We want to become an exporter of security.

In the meantime, NATO’s military presence in Kosova remains crucial for the stability of the Western Balkans.

On the dialogue between Kosova and Serbia

There is no doubt that the EU-facilitated Dialogue constitutes the key mechanism, and actually the only way, to normalize our relations.

The Washington Agreement for Economic Normalization is truly a historic agreement.

But, this is only the beginning of a historical process of reaching the final agreement for full normalization of relations between Kosova and Serbia, which also implies mutual recognition between the two countries.

Kosova is ready for this agreement.

Kosova has always chosen the dialogue to resolve disputes with Serbia.

We believe that dialogue is a European value.

Zonja dhe zotërinj,

Më lejoni të filloj duke theksuar faktin se në dy dekadat e fundit ne kemi qenë dëshmitarë të transformimit të marrëdhënieve midis vendeve dhe popujve të rajonit, me veprime të qarta drejt një rajoni paqësor dhe të qëndrueshëm.

Kjo është e diçka e madhe.

Ndërveprimi midis qeverive, njerëzve dhe tregtisë është rritur, gjë që është shenjë e qartë e të ardhmes premtuese.

Këto ndryshime kanë qenë të mundshme falë mbështetjes së jashtëzakonshme që BE dhe Shtetet e Bashkuara i kanë dhënë rajonit përmes procesit të zgjerimit të BE-së, asistencës teknike, ndihmës zhvillimore dhe financiare dhe mbështetjes politike në forma tjera.

BE dhe Shtetet e Bashkuara meritojnë lëvdata për këtë transformim dhe për lehtësimin e zgjidhjes paqësore të shumë çështjeve dypalëshe të pazgjidhura.

Sa na përket neve si shtet

Politika jonë e marrëdhënieve rajonale bazohet në parimin e politikës konstruktive dhe të fqinjësisë së mirë.

Megjithatë, të gjithë jemi të vetëdijshëm se politika e tillë rajonale është e mundur kur:
1. Të gjitha vendet njohin njëra-tjetrën,
2. Të gjitha vendet arrijnë të zgjidhin, përmes dialogut, çështjet e tyre bilaterale të pazgjidhura;
3. Sigurojnë mbrojtje adekuate të të drejtave të pakicave, dhe
4. Veprojnë në frymën e vlerave evropiane me rastin e zgjidhjes së sfidave politike, ekonomike, sociale dhe ekologjike.

Për çështjen e Bashkëpunimit Rajonal të Sigurisë

Kosova ka qenë aktive në argumentimin se asnjë vend në rajon nuk duhet të mbetet neutral karshi kërcënimeve të jashtme ndaj BE-së dhe shteteve të saj anëtare.

Ballkani Perëndimor ka qenë, dhe duhet të mbetet, zonë demokratike dhe Euro-Atlantike.

Ne nuk jemi skaj i BE-së. Ne në fakt jemi qendra e BE-së.

Prandaj, unë besoj se rajoni ynë nuk duhet të shërbejë si urë lidhëse me tendencat dhe sistemet e tjera të jashtme për kontroll gjeopolitik.

Marrëdhëniet tona me vendet e rajonit

Ne jemi të përkushtuar për të arritur paqen, stabilitetin dhe normalizimin e marrëdhënieve pas luftërave shkatërruese të viteve të 90-ta.

Ne kemi forcuar marrëdhëniet tona me të gjitha vendet e rajonit, dhe përpjekje të ngjashme janë bërë me procesin e normalizimit të marrëdhënieve me Serbinë.

Politika jonë është të punojmë me të gjitha vendet në rajon, me qëllim të mirë, duke synuar normalizimin e plotë, forcimin e paqes dhe stabilitetit rajonal, rritjen e bashkëpunimit në të gjitha fushat, me fokus në ndërlidhjen, ekonominë, tregtinë dhe fusha të tjera.

Pjesëmarrja e Kosovës në mekanizmat rajonal të sigurisë

Kosova është e angazhuar në mënyrë aktive në të gjithë mekanizmat rajonalë të sigurisë.

Pjesëmarrja dhe të integrimi në të gjitha iniciativat rajonale, mbi baza të barabarta, është prioritet i yni.

Kjo bazohet në vizionin tonë afatgjatë të integrimit Euro-Atlantik.

Por, është e qartë se pengesë në nxitjen e bashkëpunimit të sigurisë është mungesa e besimit midis vendeve në rajon.

Për shkak të së kaluarës, disa vende në rajon ende kanë mosmarrëveshje të hapura bilaterale, kryesisht këtu përfshihen Kosova dhe Serbia.

Bashkëpunimi në siguri duhet të drejtohet nga korniza e BE-së për marrëdhëniet e fqinjësisë së mirë, por edhe mbi bazën e përgatitjes për t’iu përgjigjur kërcënimeve dhe rreziqeve globale të sigurisë, të tilla si krimi i organizuar dhe migrimi i paligjshëm.

Bashkëpunimi i tillë kontribuon në krijimin e stabilitetit politik dhe prosperitetit ekonomik në rajon.

Më lejoni të theksoj gjithashtu se Kosova aspiron anëtarësimin në NATO.

Ne duam të bëhemi eksportues të sigurisë.

Në ndërkohë, prania ushtarake e NATO-s në Kosovë mbetet thelbësore për stabilitetin e Ballkanit Perëndimor.

Për dialogun ndërmjet Kosovës dhe Serbisë

Nuk ka dyshim se Dialogu i lehtësuar nga BE-ja përbën mekanizmin kryesor dhe në të vërtetë mënyrën e vetme, për të normalizuar marrëdhëniet tona.

Marrëveshja e Uashingtonit për Normalizimin Ekonomik është me të vërtetë marrëveshje historike.

Por, ky është vetëm fillimi i procesit historik të arritjes së marrëveshjes përfundimtare për normalizimin e plotë të marrëdhënieve ndërmjet Kosovës dhe Serbisë, që nënkupton edhe njohjen reciproke midis dy vendeve.

Kosova është e gatshme për këtë marrëveshje.

Kosova gjithmonë ka zgjedhur dialogun për të zgjidhur mosmarrëveshjet me Serbinë.Ne besojmë se dialogu është vlerë evropiane.

Kryeministri Hoti vizitoi Ipeshkvinë e Kosovës

-Kryeministri Avdullah Hoti vizitoi Ipeshkvinë e Kosovës, ku është pritur nga Ipeshkvi Dodë Gjergji-

PRISHTINË, 28 Shtator 2020-Gazeta DIELLI/ Kryeministri i Republikës së Kosovës, Avdullah Hoti, i shoqëruar nga ministrja e Kulturës, Rinisë dhe Sportit, Vlora Dumoshi dhe zëvendësministrja e Punëve të Jashtme dhe Diasporës, Teuta Sahatqija, e emëruar nga kryeministri Hoti si pikë kontakti e Qeverisë së Republikës së Kosovës me Selinë e Shenjtë në Vatikan, ka vizituar Ipeshkvinë e Kosovës, ku është pritur nga Ipeshkvi Dodë Gjergji.

Gjatë këtij takimi, kryeministri Hoti e falënderoi Imzot Dodë Gjergjin për mirëkuptimin e Ipeshkvisë së Republikës së Kosovës dhe të të gjithë komunitetit katolik të vendit ndaj masave të Qeverisë dhe të institucioneve shëndetësore të vendit për menaxhimin dhe parandalimin e pandemisë Covid – 19, të cilat, sigurisht, kanë prekur veprimtaritë e bashkësive dhe të komuniteteve fetare.

Po ashtu, kryeministri Hoti e vlerësoi rolin e Ipeshkvisë së Kosovës në të gjitha proceset historike nëpër të cilat ka kaluar Kosova, si dhe kontributin e saj të rëndësishëm në jetën e përgjithshme shoqërore, kulturore e shpirtërore të vendit.

“Harmonia dhe bashkëpunimi i ngushtë i bashkësive fetare ka krijuar përherë një frymë të veçantë dashurie, mirëkuptimi e tolerance ndërmjet etnive dhe besimeve të ndryshme në Kosovë”, tha kryeministri Hoti.

Ndërsa, ipeshkvi i Ipeshkvisë së Kosovës, Imzot Dodë Gjergji, e falënderoi kryeministrin Hoti për vizitën, për mbështetjen e përhershme të Qeverisë, si dhe për miratimin e Projektligjit për liritë fetare.

Stoltenberg – Hoti: Kosova sa më parë të bëhet anëtare e NATO-s

-Kryeministri i Kosovës, Avdullah Hoti, u takua, me Sekretarin e Përgjithshëm të NATO-s, Jens Stoltenberg/

-NATO-ja përkrahje të gjithanshme për Kosovën, për të siguruar një mjedis paqësor dhe një të ardhme të sigurt për të gjithë qytetarët e saj/

Bruksel, 8 Shtator 2020-Gazeta DIELLI/ Kryeministri i Qeverisë së Republikës së Kosovës, Avdullah Hoti, në kuadër të vizitës zyrtare në Bruksel, është pritur në selinë e NATO-s nga Sekretari i Përgjithshëm i NATO-s, Jens Stoltenberg.

Në këtë takim, në të cilin u bisedua për zhvillimet politike dhe ato të sigurisë në vendin tonë, kryeministri Hoti shprehu falënderimin e tij dhe të popullit të Kosovës për misionin e KFOR-it në Kosovë, duke theksuar se prania e NATO-s/KFOR-it, është e një rëndësie të veçantë për forcimin e paqes dhe të stabilitetit në këtë pjesë të Evropës Juglindore.

Kryeministri Hoti e ka falënderuar sekretarin Stoltenberg edhe për ndihmën që u ka dhënë KFOR-i institucioneve të Republikës së Kosovës për menaxhimin e pandemisë COVID-19.

Duke e vlerësuar rolin e Aleancës Veriatlantike për paqen dhe stabilitetin ndërkombëtar, kryeministri Hoti theksoi përkushtimin e Kosovës për ndërtimin e një të ardhmeje euroatlantike dhe synimin që Kosova sa më parë të bëhet anëtare e NATO-s.

Ndërsa, Sekretari Stoltenberg tha se NATO-ja do të ofrojë edhe më tej përkrahje të gjithanshme për Kosovën, për të siguruar një mjedis paqësor dhe një të ardhme të sigurt për të gjithë qytetarët e saj.

Në fund të këtij takimi, kryeministri Hoti e ftoi Sekretarin Stoltenberg të vizitojë Kosovën, sa më parë që t’i jepet rasti, theksohet në komunikatën e dërguar nga Zyra për Komunikim Publik – Zyra e Kryeministrit.

KOSOVA NË DIALOG, PËR NJOHJEN NGA SERBIA

PRISHTINË, 10 Korrik 2020-Gazeta DIELLI/ Kryeministri i Republikës së Kosovës, Avdullah Hoti po merr pjesë në konferencën virtuale – Samitin e Parisit, sot nga ora 10:30, të organizuar nga Presidenti francez, Emmanuel Macron dhe Kancelarja gjermane, Angela Merkel. Në këtë video-konferencë, Bashkimi Evropian përfaqësohet nga Josep Borrell, Përfaqësuesi i lartë i politikës së jashtme, kurse Serbia nga presidenti Aleksandër Vuçiç.

Kryeministri i Kosovës, Hoti në 7 Korrik në Paris takoi Presidentin e Francës Macron, i cili dje takoi edhe presidentin e Serbisë Vuçiç.

Në 12 Korrik në Bruksel takohen kryeministri i Kosovës, Avdullah Hoti, dhe presidenti i Serbisë, Aleksandar Vuçiç, në rifillimin e dialogut midis dy vendeve drejt normalizimit të marrëdhënieve.

“Për ne njohja reciproke është i vetmi qëllim i dialogut me Serbinë, normalisht edhe normalizimi i marrëdhënieve në mes të dy vendeve që duhet të jetë derivat i njohjes reciproke”, ka deklaruar kryeministri i Kosovës, Hoti në një konferencë shtypi këtë javë në Prishtinë.

Dear EU Special Representative Lajcak,

Honorable President Vucic of Serbia,

It is with utmost pleasure that I havereceived the invitation to participate at this distinguishedsummit, which showsthe commitmentof the European Union,and your countries respectively, to supportthe Western Balkans countries heading towards European integration.

This integration can only be achieved through promotingdemocracy, strengthening of rule of lawand establishing a lasting peace and good neighborly relations between our countries at all fronts.

Please let me underline that the Republic of Kosovo remains firmly committed to strengthening its democratic institutions and ensuring its EU integration path.

The support for, and preservation of independence of law enforcement institutions, is at the forefront of my government’s commitment. The assistance and advice from the EU and EULEX to our institutionsis widely appreciated.

We are committed to maintain good records of criteria that are important to have full trust of the EU countries toward our commitment to advance the rule of law. It is in this line that we kindly ask to consider our request for visa liberalization. We will work hard to advance our country’s EU integration status to the potential candidate country.

Kosovo, along other countries in the region, has been hardly hit by covid-19. Let me thank you for the support you have given to the people of Kosovo to cope with this emergency situation through the EU institutions, as well as directly through your governments.

We are doing all we can to contain the spread of the virus, as well as to support the economy through a comprehensive list of economic recovery measures.

In this respect, we welcome the initiative of the EU to support the Western Balkan countries through joint large-scale projects, that help overcome the economic crisis and ensure better and closer economic links between the countries in this region.

Mr.President, Madame Chancellor, Mr. Borell,

In line with my country’s firm commitment to regional peace and good neighborly relations through regional cooperation, we, today have excellent relations and close cooperation with our first neighbors, North Macedonia, Albania and Montenegro in all areas of mutual interest, including free movement of people and goods, and in a wide range of regional partnerships.

To Kosovo, the neighboring relations with Serbia continue to remain a matter of grave concern.

We have started the dialogue process back in 2011m mediated by the Brussels. We have reached a number of agreements. Those that have been implemented have improved people’s lives in both countries.

Since the start of the dialogue in 2011,Serbia has continued to undertake campaigns against Kosovo’s membership in international organizations and lobbying against the recognition of the Republic of Kosovo by other states.Theseharmful practices damaged the process of normalization of our relations as two independent countries.

During the course of the dialogue, Serbia did not show genuine intentions to normalization of relations between the two countries. Onthe contrary, it has prolonged the process to“buy time” and to continue its campaigns against Kosovo’s sovereignty.

Such practices pursued by Serbia has led to a responsive action by Kosovo, as it was the case with the previous Government’s decision to impose a 100% tariff on Serbian goods.

However, we remain committed to a peaceful process of normalization of our relations, which can be achieved only if Kosovo and Serbia respecteach other’s statehood.

From the very outset, the newly elected Government of Kosovo has shown a genuine goodwill by dropping all tariff barriers on goods from Serbia,primarily to give dialogue a chance and reach a final binding agreement between Kosovo and Serbia, which should end up in mutual formal recognition between the two countries.

We believe that the dialogue has no alternative. We are ready and committed to engage on the Kosovo-Serbia dialogue on an equal footing.

But, we firmly believe that the dialogue has to follow a clear timeline and framework of fundamental values and principles to be respected, in line with the European perspectiveof both countries.

We maintain that the very success of this crucial process should be guided by the following principles:

The territorial integrity of the Republic of Kosovo is non-negotiable, as it is the main premise on which the Republic of Kosovo is founded and stands firmly. Any violation of this principle goes against basic EU principles and values. As such it is unacceptable.

The constitutional organization of the Republic of Kosovo cannot be affected, since it guarantees democratic functioning of the authorities, equality in representation and enshrines the principle of civic state, and not organized along ethnic lines.Therefore, the interference in the unitary character of the Republic of Kosovo would be the shortest way to de-functionalize the state of Kosovo and proclaim it unstable. This cannot happen.

The agreement with Serbia must be fully in accordance with the Kosovo Constitution, as it is the only modality to give legitimacy to such an agreement.

Objectives

Based on these principles, Kosovo will engage in the dialogue with clear objectives, based on whichthe Agreement must be reached:

The Comprehensive Peace Agreement between the Republic of Kosovo and the Republic of Serbia should result in mutual recognition. Without such a conclusion of this process the Agreement cannot succeed. Mutual recognition between the two countries is the only way to normalize relations and pave the way for both countries for EU integration.

The outcome of this agreement should also be the EU obligation to encompass the recognition of Kosovo by five remaining EU countries.

Kosovo’s membership in the UN should also be part of the outcomeof the comprehensive peace agreement between Kosovo and Serbia.This naturally implies the substitution of the UN Security Resolution 1244.

Pursuing membership in other international organizations and emerging clear opening of the European perspective for Kosovo is our objective and our appeal alongside this process.

And last but not least, missing persons and victims of all forms of violence, war damages, casualties, areissues of our utmost concern in this process. No normalization can take place prior toputtingjustice in place.

Based on these principles and objectives, the Republic of Kosovo is ready to be a constructive and cooperative partner in the dialoguein reaching a comprehensive and legally binding Agreement.
