Kosovë-Komision i posaçëm për parandalimin e Corona Virusit

-Qeveria e Kosovës ka themeluar Komisionin e posaçëm për parandalimin e Corona Virusit. Të gjitha institucionet janë të obliguara të bashkëpunojnë dhe ta ndihmojnë komisionin për kryerjen e detyrave të tij/

 
PRISHTINË, 12 Mars 2020-Gazeta DIELLI nga korrespondenti në Kosovë/  Qeveria e Kosovës në një mbledhje tjetër të jashtëzakonshme, sot, ka miratuar vendimin për themelimin e Komisionit të Posaçëm për parandalimin e përhapjes së Corona Virusit COVID-19 në Kosovë.
Komisioni do të ketë këtë përbërje:
-Albin Kurti, Kryeministër, Kryesues;
-Avdullah Hoti, Zëvendëskryeministër i parë; Anëtar;
-Arben Vitia, Ministër i Ministrisë së Shëndetësisë; Anëtar; 
-Agim Veliu, Ministër i Ministrisë së Punëve të Brendshme dhe Administratës Publike; Anëtar;
-Besnik Bislimi, Ministër i Ministrisë së Financave dhe Transfereve;  Anëtar;
-Hykmete Bajrami, Ministre e Ministrisë së Arsimit, Shkencës, Teknologjisë dhe Inovacionit; Anëtare;                                                                                           
-Anton Çuni, Ministër i Ministrisë së Mbrojtjes; Anëtar;

Komisioni ka detyrë ta menaxhojë procesin e parandalimit të infeksionit Corona Virus COVID-19 në emër të Qeverisë së Republikës së Kosovës, përfshirë edhe kontrollin e zbatimit të ligjeve dhe akteve tjera nënligjore për mbrojtjen e konsumatorëve përmes organeve të autorizuara të Administratës shtetërore.

Të gjitha bizneset përfshirë, por pa u kufizuar, si farmacitë dhe bizneset tjera që ofrojnë produkte ushqimore dhe higjienike obligohen të operojnë në pajtim me legjislacionin në fuqi dhe të mos abuzojnë me çmime të produkteve medicinale dhe ushqimore.

Komisioni përmes organeve kompetente do ta mbikëqyrë gjithashtu edhe zbatimin e Ligjit për Mbrojtën e Konsumatorit në mënyrë që të mbrohen qytetarët nga abuzimi me çmime të produkteve medicinale dhe ushqimore.

Të gjitha institucionet janë të obliguara të bashkëpunojnë dhe ta ndihmojnë komisionin për kryerjen e detyrave të tij.

Komisioni do të mbikëqyrë punën e të gjitha institucioneve relevante që janë në kompetencë të Qeverisë dhe të koordinohet me institucionet tjera kushtetuese sipas rastit.

Komisioni ndër të tjera, siguron që materialet e domosdoshme të shpërndahen nëpër qendrat mjekësore në të gjitha komunat, tek policia, doganierët, policët kufitarë dhe të gjitha shërbimet e tjera emergjente; Të përgatiten objektet e nevojshme në rast nevoje për vendosjen personave të prekur; Hyrjet/daljet e qytetarëve nga Kosova të kontrollohen nga personeli shëndetësor; Bizneset të kryejnë punën e tyre me nder e përgjegjësi, të mos lëvizin çmimet, dhe institucionet përkatëse të kryejnë kontrollet në terren (në markete, në farmaci dhe pika të tjera ku ofrohen materialet bazike) bazuar në kompetencat ligjore që kanë në situata të tilla; Të ketë komunikim me mediat publike dhe private, duke kontribuar në informim të drejtë e të plotë të qytetarëve për masat që duhet ndërmarrë, por duke mos shkaktuar panik; Qytetarëve t’u ofrohen njoftimet dhe udhëzimet nga ana institucioneve përgjegjëse, që të veprojnë sipas tyre; Të kryejë edhe detyra të tjera të cilat kërkohen varësisht nga rrethanat e krijuara.

Komisioni është i obliguar t’ia propozojë Qeverisë për miratim masat parandaluese sipas legjislacionit në fuqi në përputhje me pikën 7. të këtij vendimi.

Sipas nevojave të punës dhe për realizimin e obligimeve të parapara me këtë vendim, Kryesuesi i Komisionit Ekzekutiv mund të ftojë ekspertë edhe përfaqësues të tjerë vendorë dhe ndërkombëtarë.

Obligohen të gjitha institucionet e përfshira në këtë proces për ofrimin e të dhënave dhe zbatimin e masave të kërkuara nga Komisioni.

Komisioni do t’i raporton Kryeministrit dhe Qeverisë në baza të rregullta ditore dhe sa herë që Kryeministri dhe Qeveria kërkon një gjë të tillë.

President Trump: US ‘Totally Prepared’ for Coronavirus

U.S. President Donald Trump said Wednesday he thinks the spread of a new coronavirus in the United States is avoidable and expressed confidence his administration is ready to respond.

“I don’t think it’s inevitable,” he told reporters at the White House. “It probably will. It possibly will. It could be at a very small level or could be at a larger level. Whatever happens, we’re totally prepared.”

He added that “the risk to the American people remains very low.”

Trump’s comments came a day after officials from the Centers for Disease Control and Prevention said the only question is when the virus will spread and how many people in the United States will have severe illness. The virus has infected more than 80,000 people in at least 37 countries.

So far, there are 60 total cases in the United States. Three are people who had been in Wuhan, China, the center of the outbreak, while 42 were brought back to the United States after being on board a cruise ship where hundreds of people became sick as it sat in quarantine off Japan.

Health officials are concerned about what they call “community spread,” or instances of people being infected without knowing how or where.

The CDC reported Wednesday one such possible case: A person in California tested positive for the virus but reportedly did not have a history of travel to areas where the virus is spreading or known contact with another infected patient.

Dr. Anthony Fauci, who leads the National Institute of Allergy and Infectious Diseases, said at the White House news conference that while work to develop a vaccine for the coronavirus is ongoing, the process of testing to make sure it works and is safe will take months to a year to complete. That means a vaccine could be effective if there is another outbreak in a year, but for this one, Fauci said public health measures are the way to contain it.

Dr. Anne Schuchat, the principle deputy director of the CDC, said containment efforts have thus far been working in the United States, but that the agency expects more cases and that it is a good time for the American public to prepare.

“The coronavirus that we’re talking about is a respiratory virus. It’s spread in a similar way to the common cold or to influenza. It’s spread through coughs and sneezes, so those everyday, sensible measures that we tell people to do with the flu are important here: covering your cough, staying home when you’re sick and washing your hands,” she said.

Trump lauded his administration’s decision to restrict entry to non-U.S. citizens traveling from China as a measure that has helped keep U.S. exposure low. When asked if he would do the same for Italy and South Korea, two of the hardest-hit areas outside of China, Trump said he may take that step but that now is not the right time.

The president has asked Congress for $2.5 billion to meet the coronavirus challenge. Earlier Wednesday, Senate Minority Leader Chuck Schumer proposed $8.5 billion for the effort after criticizing Trump’s request as too little, too late to meet the challenge.

Trump named Vice President Mike Pence as the so-called coronavirus czar. Pence will lead a task force of federal and private health experts, saying the American people can be confident the government has their health and safety as a top priority.

“In recent days, the White House met with over 40 state, county and city health officials from over 30 states and territories to discuss how to respond to this, to the potential threat of the coronavirus,” Pence said. “We’ll be working with them in renewed ways to make sure they have the resources to be able to respond.”

The choice of Pence to lead the response was met with criticism by Democrats and others who pointed to Pence’s time as the governor of Indiana in 2015. The state faced a surge in cases of HIV, and state law at the time prohibited needle exchanges, a policy that health experts said exacerbated the outbreak. Pence, who opposed the exchanges, eventually signed a new law allowing them in some cases.(VOA NEWS)

Albania Prosecutors to Probe Panic-Mongering About Coronavirus

Prosecutors in Albania have warned that the malicious distribution of fake information about the coronavirus, with the purpose of spreading panic, will be treated as a criminal offence.

Prosecutors in Albania said they were opening an investigation into what they called “diffusion of fake information or announcements in any form aimed at creating a state of insecurity and panic among the people”, warning that causing panic in this manner is a crime.

Prosecutors said they suspected fearful messages were being spread mainly through WhattsApp.

The prosecutor’s announcement on Monday followed an eruption of coronavirus cases in nearby Italy, a country with which Albania has multiple links.

The scare over the virus prompted directors and teachers of a private school in Tirana to take a two-week holiday. Their announcement met harsh criticism from the Minister of Education, Besa Shahini, however, who warned she might annul the operating license for the school.

“The directors that are spreading panic by closing down their school in an illegal way, allegedly to prevent a viral situation that does NOT exist in Albania, should be investigated by the justice bodies,” she said.

The school defended its decision to close for a fortnight, however, retorting: “Between HEALTH and ANTI-PANIC the Ministry choose the later”.

The Socialist government of Prime Minister Edi Rama has been engaged for months in a battle against what it calls fake news, aiming to justify its attempt to impose a tough regulatory regime on the online media that has been criticized widely by both Albanian and international rights organisations.

After Albania was hit by a 6.3M earthquake ion November 26, Rama complained again about panic being spread on the online media. Police and prosecutors promptly arrested a 25-year-old Facebook user and charged two others with spreading panic, in what local rights groups said were disproportionate and unreasonable measures.

Meanwhile, in Italy, the government has approved an extraordinary law with immediate effect to fight the spread of the virus, by banning cultural events and protests in several towns in the north, where 219 cases of the virus and five deaths had been reported by Monday afternoon.

Worldwide, concerns about a global pandemic have grown, as countries fail to contain the spread of the virus through quarantine measures. Some 78,811 people have been infected and 2,462 people had died from the virus so far, according to the World Health Organization.*BIRN
