Fjalët e mbrame të Kol Bib Mirakaj

December 14, 2015 by dgreca

What are we asking from the Albanian Government and the Prime Minister?

September 26, 2015 by dgreca

By Viktor Mark Daragjati, BEME, MSME, PE/

A meeting between Albanian Government and representative of Albanian American Diaspora Organizations has been announced.  Once again the well intentioned but quite vulnerable  Albanian American diaspora is drawn into participating in an event that will showcase a doctored image of the Albanian Government.

Once again, the Albanian Diaspora, in its commendable endeavor to foster a better relationship with the Albanian Government, may have misread the significance of this initiative, apparently sponsored, if not directed by Edi Rama.

The event, in all likelihood, will be a public relations success, aimed at legitimizing the resurgence of a vaguely defined neo communist dictatorship, by decorating it with yet another trophy:  A meeting with the Albanian[American diaspora in Washington.

The Rama regime is based on an a majority, allegedly bought,  in the poorest country in Europe, at the miserable cost of $5 per vote and is being consolidated by means of economic  pressures, favoritism  and by various incentives and retaliations.

Rama, counting on a veto proof parliamentary majority, continues to side step human rights in many astute ways, even allowing public and official expressions of support for Enver Hoxha’s defunct dictatorship, whose crimes he fails to condemn, and whose image he is reintroducing (see Hoxha’s embellished personal bunker).  Rama continues to ignore the Albanian Constitution by denying President Nishani, for example, the separate and distinct authority of the Presidency (see the landmark case of the “expedited” appointment to the Holy See of Vizar Zhiti, an author and formerly politically persecuted poet and writer). Under his rule, property confiscated by the regime of Enver Hoxha, later redistributed by the Regime of Ramiz Alia to new owners, is being legalized while the legitimate owners, the Albanians who went to exile to escape the atrocities of Communism, are denied the right of “restitution”.

To strengthen his political stranglehold on the country, Rama has redistricted the Albanian political landscape by eliminating the politically status of smaller municipalities. Small municipalities have been, in fact, transformed into administrative districts (Reforma Territoriale) whose leadership is no longer locally chosen as it should if the Constitution were to be upheld.  Local leaders are, instead, appointed by the regional governments, which, in most cases, are controlled by Rama.  The Rama regime continues to thrive on corruption, even using monetary compensation to buy the support of the very victims of communist persecution. Overdue reparation damages are selectively payed to some while others are excluded.

Rama had real estate properties of opponents demolished, without due process, while selectively legitimizing properties of his supporters, even when similarly obtained and created and in the same area. He selectively denies legalization of basic residential property to people who have outstanding electrical bills, even though there is ample evidence of overcharging (100% surcharge for late payments) and deficient metering. In a nation of laws, the right to private residential property trumps the right of utility bill collectors. At most, a lien can be put on the property, through legal process in which the rights of the homeowners are fully represented.

Rama uses innumerable illegitimate measures to weaken the opposition and to create a new privileged class of people who already owe their wellbeing, present and future, to the continuity of his neo communist and autocratic regime now being consolidated. Carrier civil servants, postmen, policemen, teachers and military leaders have been arbitrarily dismissed, through deliberately orchestrated forms of reorganizations, in order to make room for a new, Rama dependent, administration founded on nepotism and servility. Entire schools and universities have been closed, based on politically motivated criteria.

If the Harvard Club is indeed aiming to organize a fully inclusive Albanian-American symposium, to give open and sincere voice to the Albanian-American community, it should avoid alienating and excluding the representatives of the Albanian anticommunist community and especially those who have strived to promote a truly democratic future for Albania, based on legitimate institutions and policies aimed at improving the standards of the nation, including  the underclass  of the formerly oppressed and now forgotten people . We Albanians may be forgiving but are not forgetful of our past and truly whish for an Albania free of the corrupt and dehumanizing Enverist-Communist legacy.

At this point Harvard’s New York Club or risks being exploited by a corrupt regime seeking to marginalize the last vestiges of freedom loving Albanian-American institutions, to side step the last hurdle that stands in the way of a neo communist petty dictatorship. They do so because they are incapable of championing equal rights, universal inclusiveness, equal social and economic opportunity and political freedom.  Their aim, given the backdrop of manipulations witnessed so far, is not so much to develop the economy of Albania but rather to generate an inflow of money, to be siphoned via corrupt accounts, to provide additional means to buy and consolidate political power.

Indeed, the first steps taken by Rama upon assuming power, vis-a-vis the Albanian-American community, have been nothing if not discouraging. The Rama Administration has the dubious distinction of having simply tweeted to close the Albanian Consular service in New York, denying Albanian-Americans the basic civic services that all civilized countries provide to their citizens abroad.

The unspeakable tragedy that afflicted, in the dawn of its independence, the small but proud nation of Albania, cannot be overlooked without mourning and lamenting the deep and unbearable losses it caused, without drawing any lessons from it, without a commitment not to repeat the horrible mistakes of the past, without a legitimate closure. The Pope’s visit to the WTC memorial is a moving example of how  to mourn the loss of innocent civilians.

Mass and individual unmarked graves, created during the harshest period of communist oppression, remain dishonored and the martyrs of democracy continue to be forgotten.  A country which ignores its true heroes of freedom and independence and replaces them with the impostors of the now defunct Marxist-Leninist aberration cannot be considered democratic.

Much healing is needed and a two way honest communication process must be established and more respect must be shown to the Albanian-American community before the trust that leads to economic investments can be created. A first step would be to reopen the Albanian Consulate in New York.

Albania does not offer a promising investment environment at this time. A country whose economy is significantly based on narcotic traffic, human traffic, contraband and corruption, which includes in its legislation and government indicted criminals, cannot aspire to have a bright economic future. A country which does not fairly promote small enterprise initiatives, does not encourage legitimate domestic and foreign investments to help create jobs and which suffers, instead, from the unending  exodus of its unemployed young people, cannot have a sustainable economy. The most valuable Albania export is unfortunately represented by its sons and daughters who leave their homes and their families to seek a decent working life abroad. The most valuable industry is the money laundering system.

This event, to be fully inclusive and reflective of the aims and aspiration of the Albanian people, and to do justice to Harvard’s honored reputation, must include representatives of the movements that opposed communism, of the victims of communist persecution, and of those excluded by the partisan policies of Albania’s post-communist regime, who had to take the roads of exile to restart with a new life abroad. Based on the posted announcement it can also be inferred that representatives of the Albanian opposition parties are not invited to participate in an event that should be apolitical.

These are the most pressing and least openly addressed issues that require an honest and clear response from the Albanian Prime Minister if he is to encourage investments in Albania.

VATRA U NGUT NE TAKIMIN ME EDI RAMEN

October 3, 2013 by dgreca

OPINION NGA VIKTOR  DARAGJATI/

Detyra kryesore  e Vatres asht me mprojt interesat kombetare dhe posacerisht interesetat e popullit Shqiptar. Shpresohet qe mbas 50 vjet diktature marksiste Vatra, si Organizat Panshqiptare ne megrim, ta ndije per detyre me mbrojt edhe te drejtat e Shqiparo-Amerikanve qe jetojne  jashte atdheut dhe posacerisht te drejtat e te perndjekurve politik kur shihet se keta mbesin te shkombtarizuem pa kurrfare respekti as perkrahje. Pra Organizata Panshqipetare Vatra asht ngut me u takue me Edi Ramen dhe me Ilir Meten para se me vertetue qe alenca socialiste me programin e saj do te respektojne te drejtat kushtetutore dhe interesat e mbare kombit shqiptar. Per shembull, perzanja e nenpunsave shtetnor civil prej detyrave zyrtare per me i zavendsue me filosocialista, asht nji shkelje e pa pranueshme e drejtave njerzore.

Kurr takohen me politikane shqiptar faktikisht eksponentat e Vatres i dhuroin atyne nji luster, nji forme respekti qe ndoshta nuk meritoje.

Vatra duhet te veproje si mbas principeve te dokumentume ne perkrahjen e drejtave te popullit dhe jo me u marr me relacionet njananse dhe te pa te studiume me qeverinat e radhes. Disa veprime me randesi themelore, kur zhvillohen pa pelqimin e drejtorise dhe antaresise, mund ta perçajne Vatren. Ato kerkesa qe. ne forme jo zyrtare Vatra i paska paraqit K.M.

Per kundrazi ai celebrim asht nji hap i madh drejt rihabilitimit te Partise Komuniste dhe i Enver Hoxhjes qe Edi Rama do ti kete premtue Gramoz Ruçit.

Me ramjen e qeverise komuniste u hapen kufit dhe u lejune mergimtaret me shkue ne vendlindjen pa viza, si turista. Por me Ligjin 7501 i 1991-ishit, tokat qe ishin kolektivizue prej Enverit u ndane qellimisht pa ja kethue pronarve legjitim per me konsolidue efektin e konfiskimit marksist. Shteti vazhdoj te mbajn nji sasi te madhe tokash qe dal kadal u bane baza e hegemonies ekonomike e ish klase e privilegjume komuniste.

Familjeve qe ishin internue ne kooperativa shtetnore nuk ju dha mundsija me perfitue prej tokave qe kishin punue per kater dekada deri sa nuk kishin me çka me i punue. Shum prej tyne muren rrugat e mergimit dhe u bane pjese e diaspores.

Ishte e pa mujtune per magjorancen e Shqiptarve te dispores me kerkue drejtat, sa do zvoglueme prej ligjit N, 9235, pse mungojshin edhe dokumentimet si tapit origjinale qe ishin konfiskue prej Enverit dhe shejet kufitare qe ishin zhduk me pronsimim e kollektivit.

Ata mardhanje duhet te  formalizohen she dokumentohen me prtokole zyrtar. Prandej ne kte pikpamjie i shof takimet me Ilir Meten dhe Edi Ramen teper te ngutdhrm, jo frut dhanse, pa paramtra verifikimi, si koncesione qe dobesoin mundesin e diaspores me kerkue drejtat e veta ne menyre effective.

There is no going back to the past

April 4, 2013 by dgreca

By Viktor Daragjati/

The leader of the Socialist Party for Integration (LSI), Ilir Meta has accepted the invitation of the Socialist Party (PS) leader Edi Rama to form a joint coalition in the upcoming June 23 national elections. After a four year alliance with the Democratic Party (PD), Ilir Meta decided that it was time to create a new “political equilibrium”. His statement at a party leadership meeting did not criticize the last four years of participation in Berisha’s government nor did he change his position on the necessity to approve the three laws required by the European Union as a precondition for Albania to be favorably considered as a Member Candidate by the EU. However the words of Rama in announcing the new coalition “there is no going back to the past, we must look up to the future” do not resonate transparently with the events at hand.

Albania’s unfortunate past indeed was characterized by a harsh socialist dictatorship in which the state took full control of the economy only to generate resources barely adequate to prevent starvation, in favor of militarizing the country. The communist security apparatus was the largest and most unproductive employer competing only with the number of people imprisoned or constrained into hard labor camps.  The politically persecuted people were forced to produce enough to comfortably sustain the repressive government while living on meager rations.  Ironically, the future the Socialists offer Albania looks more similar the past we decay albeit in redecorated form. Rama and Meta offer a government that that would scare foreign investors scares Albanian emigrants from continuing to invest in the construction sector, the only significant industry in Albania and promises the manipulation of the fledgling free market system with demagogic government interference.  It is unlikely that regional tourism, which increasingly includes Albanian destinations, would prosper under a socialist government.

In announcing the new coalition Edi Rama said that there is no place in Albania for left wing and right wing politics.  There is place, he added, only for change. Political pluralism is not what Edi Rama seems to aim at. The son of a communist judge, infamous for summarily sentencing to prison and hard labor camps hundreds of innocent victims, wants to return Albania to a monoparty past. The wounds of communism are yet to be healed and Albanians should not believe in the repackaged promises of a resurrected past. Those who do not learn from history will see their future replaced by their past, a past that in Albania’s case threatens the most unpredictable political and economic scenarios.

Other concerns includes Albania’s relationship with NATO, the West in general, the status of Kosova, the status of the former victims of communism, the relationship with socialist Greece which has never refrained from territorial and maritime claims at the expense of Albania’s sovereignty.

Several questions remain open. The leader of the parliamentary group of LSI, Lefter Koka said his party” “more similar the past we decay” should will continue to respect (alliance) agreements with the PD at the local level in order not to affect local governments. How is it possible for LSI to oppose the Democratic Party in the national elections while maintaining alliances with it at a local administrative level? Can Ilir Meta ride two horses at the same time? Clearly this must be a temporary solution designed to minimize opposition at the local level and to gain time until the association with PS is completed at local levels.

The LSI defections from top governmental posts were quickly replaced with newly nominated political leaders and also with personalities who have excelled in other areas.  The Minister of Education Myqerem Tafaj of the PD will also cover the post of vice prime minister.  Florion Mima is replacing Edmond Haxhinasto as the Minister of the Economy. The Minister of Culture Aldo Bumci is now the Minister of Foreign Affairs.  Visar Zhiti, a well-known writer and intellectual who was condemned to thirteen years of prison by the communist regime for political dissent, is now the Minister of Education. The well-known doctor Halim Kosova is the Minister of Health, replacing Vangjel Tavo.   Bardh Spahia is the Vice minister of Health. The majority was able to master 72 votes against the 59 votes of the opposition to confirm the newly appointed officials.

The exit from government participation of LSI and its emerging coalition with the obstructionist opposition that has damaged the interests of Albania at home and abroad has created opportunities for the PD to align itself with pro-democracy and pro EU integration forces.  The appointment of Visar Zhiti in particular, as Minister of Culture, promises a more open approach on the part of the government toward the full disclosure of the communist crimes of the past. Visar Zhiti’ literary work depicting  in touching poetical terms and images the plight and the suffering experienced by thousand in the communist repressive system was recently highlighted at a conference in New York (see the latest publication of Dielli).Visar Zhiti is now the Minister of Culture.

It is up to those who value freedom and democracy to unite their forces and in support for pluralism, rejecting yet another attempt by the socialist to camouflage themselves as agents of progressive change. The hunger strikes and the violent riots sponsored by Edi Rama in recent months belie  the unwillingness on the part of the socialists to work in a democratically constitutional frame work.

While Edi Rama continues to be a great threat to democracy, the opportunity available to the Albanian people to reject once and for all the communist legacy has never been greater.

LETER NGA ING. VIKTOR DARAGJATI: VATRA TE MOS BEHET SHESH I PROPOGANDES TE KOMUNISTEVE TE RINJ

February 9, 2013 by dgreca

Ne kujdes te Zn. Redaktorit/

I ndershemi Redaktor/

Pershendetje/

Arsyeja qe me shtyn me ju dergue letren e bashkangjutun asht e njajta qe me shtyni, me perkrahjen e Ing. Agim Karagjozit, me dergue nji leter qe u botue ne ne Diellin me titullin “1944-1974 Tridhjet Vjet Perparimi”.

Qellimi i jem asht qe most te perdoret Vatra si shesh ku sherbehen interesat shkurt shiqjuse e disa rrymave politike qe fyejn ne menyre te pa nevojshme ndjesinat e mbar shiptarve qe kan vuejt nen komunizmin dhe qe kan perkrah Vatren ne 50 vjet te fundit.  Asht deshira besoj e perbashket, qe Vatra te jete nji shkalle ma nalt permbi interesave dhe levizjeve politike per me evitue  dobsimin e harmonise Panshiptare qe Vatra ka mundsue qe nji qind vjet.

Me nderime

Faktikisht Vatra kje teper e kadalshem me denue diktaturen personale enveriane stil Marksist-Leninist-Pansllavist. Me 1974 shkrova nji leter (1944-1974 Trdhet Vjet Perparimi) tue kerkue qe Vatra mos te bahet vegel e propagandes mashtruese e Tiranes. Hala sot asht nevoja me e perserit at mesazh pse filo komunistat e ri vazhdojne propaganden enveriane.

Propaganda mbaron aty ku fillojn faktet. Per sa i perket Fashizmit, vet ata qe e pranuen pa kondita okupacjonin italian, tue u turr me krye interesat e tyne me Jakomonin, para se te merrinte delegacjoni i Shkodres, sot paraqiten si antifashista ma te medhaj. Ka ardh koha qe historija te zbardhet tue u zdesh prej pershkrimeve pergengieshtruese enveriane.

Per me spjegue hoistorine e Shqipnise nuk mjaftojne disa dokumenta te zgjedhuna ne menyre sogjetive pa marr parrasysh konditat themelore qe krijuen rrethanat historike qe drejtuene fatin e Shqipnise.

Ash fakt se ashtu e qujtuna lufta Nacional Clirimtare nuk kishte per qellimi themelimin e lirise demokratike, Monarkiste apo Republikane, por ishte nji diversion per me fitue kohe per me armatos brigatat e kuqe me qellim qe me instalue diktaturem prolektariane marksiste-staliniste qe qendroj tragjikisht deri ne vitin 1991.
