7 May 2018- Xhek Smith, prokuror amerikan me përvojë në hetime politike të rangut të lartë dhe hetime penale ndërkombëtare, u emërua Prokuror i Specializuar pas një procesi përzgjedhës të organizuar nga Bashkimi Evropian.Ai do të jetë pasardhësi i David Schvendimanit, i pari Prokuror i Specializuar, më herët edhe Kryeprokuror i Task Forcës Hetimore Speciale, i cili e lëshoi detyrën më 31 mars kur skadoi emërimi i tij si zyrtar i Shërbimit të Jashtëm amerikan.“Është nder dhe kënaqësi që më ofrohet kjo sfidë dhe jam i gatshëm t’i çoj hetimet më tej”, u shpreh z. Smith.Aktualisht, z. Smith është nënkryetar dhe kreu i seksionit të padive i Korporatës Spitalore të SHBA-së, organizata shëndetësore joqeveritare më e madhe në Shtetet e Bashkuara, një post të cilin e ka pasur që në shtator 2017.Nga shkurt 2015 deri në gusht 2017, z. Smith ishte ndihmësprokuror i parë federal dhe ushtrues i detyrës së prokurorit federal për rajonin e mesëm në Tenësi (Tennessee).Gjatë periudhës 2010-2015, z. Smith ishte kreu i seksionit për integritet publik në Departamentin e Drejtësisë së SHBA-së, ku ishte i ngarkuar me mbikëqyrjen e procedimit të çështjeve të ndërlikuara për korrupsion publik anembanë Shteteve të Bashkuara.Nga 2008 deri më 2010, z. Smith ishte koordinator për hetime në Zyrën e Prokurorit në Gjykatën Penale Ndërkombëtare (GJPN). Në atë post, ai mbikëqyri hetime delikate të zyrtarëve të qeverive të ndryshme dhe të milicisë, për krime lufte, krime kundër njerëzimit dhe gjenocid.Para detyrë në GJPN, z. Smith ishte në Zyrën e Prokurorit Federal për Rajonin Lindor të Nju Jorkut (New York), ku gjatë nëntë vjetëve pati poste të ndryshme, ndër të cilat kreu i zyrës për paditë penale dhe zëvendësshef i Seksionit Penal. Si kreu i zyrës për paditë penale,  z. Smith kishte në vartësi afërsisht 100 prokurorë penalë në një sërë fushash, si korrupsioni publik, terrorizmi, bandat dhe krimi i dhunshëm, si dhe mashtrimet financiare dhe krime të natyrës ekonomike.Para detyrës si ndihmësprokuror federal, z. Smith punoi për pesë vjet si ndihmësprokuror rajoni në Zyrën e Prokurorit të kontesë së Nju Jorkut, ku ai ishte në seksionin për vepra penale seksuale dhe dhunë shtëpiake.Gjatë karrierës së tij, z. Smith ka marrë një sërë çmimesh. Këtu përfshihen Çmimi për Drejtor nga Departamenti i Drejtësisë i SHBA-së; Çmimi i Prokurorit të Përgjithshëm për Shërbime të Shquara; Çmimi për Juristët e rinj nga Shoqata Federale e Juristëve; Çmimi Charles Rose nga Shoqata e Rajonit Lindor; Medalja Henry L. Stimson nga Shoqata e Juristëve të kontesë së Nju Jorkut dhe bursa pasuniversitare Wasserstein e Fakultetit Juridik të Harvardit. Ai është diplomuar në Fakultetin Juridik të Harvardit dhe në Universitetin Shtetëror të Nju Jorkut në Oneonta.

US Prosecutor Jack Smith Appointed Specialist Prosecutor

Jack Smith, a US prosecutor with experience in both high-level political investigations and international criminal investigations, has been appointed Specialist Prosecutor after a selection process organised by the European Union.

He will be succeeding David Schwendiman, the first Specialist Prosecutor and formerly Lead Prosecutor of the Special Investigative Task Force, who stepped down at the end of March when his term as a US Foreign Service Officer expired.

“I am honoured and delighted to have been given this challenge and am looking forward to taking the investigation forward,” Mr Smith said.

Mr Smith is currently Vice President and Head of Litigation for the Hospital Corporation of America, the largest non-governmental health-care provider in the United States, a position he has been in since September 2017.

Between February 2015 and August 2017, Mr Smith served as First Assistant United States Attorney and Acting United States Attorney for the Middle District of Tennessee.

Between 2010 and 2015, Mr Smith served as Chief of the Public Integrity Section of the US Department of Justice, supervising the litigation of complex public corruption cases across the United States.

From 2008 to 2010, Mr Smith served as Investigation Coordinator in the Office of the Prosecutor at the International Criminal Court (ICC). In that capacity, he supervised sensitive investigations of foreign government officials and militia for war crimes, crimes against humanity, and genocide.

Mr Smith joined the ICC from the US Attorney’s Office for the Eastern District of New York, where he served for nine years in a number of positions, including Chief of Criminal Litigation and Deputy Chief of the Criminal Division.  As Chief of Criminal Litigation, Mr Smith supervised approximately 100 criminal prosecutors across a range of programme areas, including public corruption, terrorism, violent crime and gangs, as well as white collar and complex financial fraud.

Before becoming an Assistant US Attorney, Mr Smith served for five years as an Assistant District Attorney in the New York County District Attorney’s Office where he was a member of the Office’s Sex Crimes and Domestic Violence Units.

Mr Smith has received a number of awards during the course of his career. These include the US Department of Justice Director’s Award; the US Attorney General’s Award for Distinguished Service; the Federal Bar Association’s Younger Federal Attorney Award; the Eastern District Association’s Charles Rose Award; the Henry L. Stimson Medal of the New York County Bar Association; and a Harvard Law School Wasserstein Fellowship. 

He is a graduate of both Harvard Law School and the State University of New York at Oneonta.
