TALKS CANCELED- INDICTED PRESIDENT THACI REACTS TO CHARGES

“Nobody can rewrite the history of Kosovo,” said President Thaci in his first reaction to the charges brought against him by the Special Kosovo Court in the Hague on Wednesday. He accused the international justice of “rewriting history” after he was charged with war crimes linked to the 1990s conflict with Serbia.

Three days before talks between top level officials of Kosovo and Serbia were on track to start at the White House, the Hague based Specialist Prosecutor’s Office released a Press Statement. The EU-backed body announced the filing of a ten-count indictment with the Kosovo Specialist Chamber, charging Kosovo President and nine others with a range of crimes against humanity and war crimes. The prosecutors said the charges were laid in April before being publicly unveiled on Wednesday. “The Indictment is only an accusation. It is the result of a lengthy investigation and reflects the SPO’s determination that it can prove all of the charges beyond a reasonable doubt,” the statement read.A Specialist Chambers Pre-Trial Judge has six months to review the indictment to decide on whether to confirm the charges. The assessment by a judge at the Kosovo Specialist Chambers will determine if the case goes to trial. According to the press release, the Specialist Prosecutor deemed it necessary to issue this public notice because of repeated efforts by Mr. Thaci and another of the accused, former head of Kosovo’s parliament,Kadri Veseli, to obstruct and undermine the work of the SPO. Mr. Thaci, who had accepted the invitation to attend the planned talks with Serbia’s leadership and was expected in Washington on Saturday, has cancelled the trip.Kosovo’s new Prime Minister, Abdullah Hoti, who was supposed to lead Kosovo’s delegation, cited the draft indictment as the reason for not attending the meeting at the White House: “I have informed Ambassador Grenell that I could not attend the June 27th meeting at the White House”, the Prime Minister said on Twitter. The US Envoy for the Balkans and broker of the talks, Ambassador Richard Grenell,announced via his Tweeter page that the event was rescheduled.

Last week, shortly after Ambassador Grenell had confirmed the revival of the negotiations led by US, the EU’s newly appointed envoy for peace talks, Miroslav Lajcak, flew to Belgrade and Prishtinain what appeared to be the EU reacting to being sidelined. International observers viewed “the Washington summit” as the key step in resolving the conflicts between Kosovo and Serbia.Some maintain that the recent spat between the US and Europe over the Balkan talks gives an opening for the European Union to preside over the negotiations. EU-mediated talks between the Balkan neighbors stalled in 2018. Although the impact of the indictment is unclear, the manner of the court’s announcement has raised a few questions. Kosovo Specialist Chamber was set up to examine allegations laid against Mr. Thaci in a 2011 report by the Council of Europe.

Back in March 2020, Kosovo’s President Hashim Thaçiand his Serbian counterpart were at the White House on their respective visits to the United States. They met with Secretary of State Mike Pompeo, as well as US Deputy Assistant Secretary of State and US Special Envoy for the Western Balkans, Matthew Palmer.

Today Mr. Thaci is on his way back to Kosovo from Albania. He said on his Facebook Page that he will address his compatriots on Sunday.

Dear Mr. President:

My name is Valentino Lumaj, an Albanian-American resident ofMichigan.                                 I am writing this letter on behalf of my family, my six children, my wife and myself. I reach out to you to express our deepest appreciation for all your hard work on successfully overcoming the recent pandemic crisis, keeping this country safe, rebuilding a progressive economy and Making America Great Again! We admire you!

As an American, I am living the dream, settled and fullyengaged in building and real estate industry. As I watch my children grow, I cannot stop blessing America every day for the endless possibilities, the health care, the amazing schools, the safety, for the freedom and democracy. We also thank God for you Mr. President as a man of God, for protecting the family and conservative human values, the unborn children and supportingour church. 

As an Albanian, I have given up loyalty to my birth country for America. Still, my heart pounds heavily for Albania and Kosovo, as they are struggling for democracy and integration. I am sending this letter to you right on the eve of peace talks’ meeting between Kosovo and Serbia. If there is a price for the peace, Kosovo has already paid its price with the life of its own 17000 martyrs. Kosovo deserves peace, integrity and worldwide recognition.

Mr. President, we totally support your approach and coherent vision toward Kosovo, through your recent special envoy, Mr.Grenell. My soul is filled with hope and enthusiasm that this meeting will be historical by reaching an agreement between Kosovo and Serbia, which will lead them to normalize their ties, remove the obstacles that have blocked their talks and focus on economy, new jobs, prosperity and mutual recognition.

Mr. President, we Albanians have faith in you, as our strong and trustworthy ally. For over one century, the USA has been advocating and protecting Albania and Kosovo. What America has done for us, is engraved with the deepest appreciation in the Albanian nation’s memory.

May God bless you, your family, your staff and may God Bless America!

A second wave – it is not!

In some parts of the United States (US) we are seeing an increasing number of Covid-19 infections. While some are quick to label it the beginning of a ‘second wave’ of Covid-19, this is only a continuation of the wave that started earlier this year. Even though several states are reporting seven-day average highs of new coronavirus infections, we must understand that the virus acts and spreads like a wildfire, in which people are the trees that fuel the fire. In March and April, when most of the country was under some form of stay-at-home or lockdown order, we were spread far apart from one another and that slowed or prevented the virus (fire) from spreading!
As we open our society, we will see new cases of infections being reported. The increased testing will also show us that as more testing is done, the more cases are found. While we review these new cases, we must be on lookout for the numbers of hospitalizations and differences in the infection rates. They will tell us much more than simply looking at the number of new cases.
The pandemic is still with us and it will be with us a while longer. The science tells that the dangerousness of this virus has not changed, even though we saw a drastic drop of cases in many regions, New York being one of them. The situation is not fundamentally all that different from a few months ago. For the pandemic to die down naturally and in a way allow life to go back to normalcy, the population needs to achieve something we call herd immunity. For viruses in general, herd immunity could possibly be achieved when a significant percent (60-80 percent) of the population is immune. But no area in the US is anywhere near that figure.
We know that the ‘herd’ immunity without a safe and an effective vaccine can be achieved only through a massive amount of pain and death. Although significant progress has been reported in the search for a vaccine, it may take some time before it becomes widely available. But we also know that ‘herd’ immunity is not the only way for us to control the pandemic. An aggressive system of testing and tracing the contacts of the infected people will help us manage the spread and contain any outbreaks to small clusters. The difficulty of managing this infection, is that it takes an average of five days for a person to show symptoms after being infected with Covid-19, but it can take up to fourteen. A person can be contagious a day or two before they start feeling symptoms (or never develop symptoms at all), and may remain contagious until several days after symptoms end. This all means that by the time new cases start to appear in the data, a wave of infections is already well underway. The increase in cases in some communities now is the result of exposures that began several weeks ago.
These new infections, though not a second wave, are not a surprise to many in public health. We have been aware of the possibilities of new spikes in infections as we open our society. We still have a highly transmissible virus, and most of the population remains susceptible to it. So keeping in place what has worked in reducing the numbers, including aggressive national testing, tracing, and isolation efforts, and universal facial covering and masking, will make it that much harder for the virus will find new people to infect. This is especially true for places that have populations that are more susceptible to infection-elderly and those with preexisting health conditions. Maintaining the most powerful thing protecting them for now – social distancing – is paramount to keeping them unexposed to the virus. This pandemic is not about to just end and go away, so let us keep up the fight and not become complacent!

Kjo nuk është “vala e dytë!”

Në disa pjesë të Shteteve të Bashkuara (ShBA) po shohim një rritje të infeksioneve me Covid-19. Edhepse ndokush mund të ngutet ta etikojnë atë si fillim e një valë të dytë të Covid-19, kjo është vetëm vazhdim i valës që u ndez në fillim të këtij viti. Edhe pse disa shtete po raportojnë ngritje të infeksioneve të reja me koronavirus, ne duhet të kuptojmë se virusi vepron dhe përhapet si një zjarr i egër, në të cilin njerëzit janë ata që ushqejnë zjarrin. Në mars dhe prill, kur shumica e vendit ishte nën një formë të rregullit të qëndrimit në shtëpi ose izolim, duke qenë larg njëri-tjetrit, ngadalësuam ose dhe ndaluan përhapjen e virusit (zjarrit)!

Me hapjen e shoqërisë, duhet te dijmë se do të shohim raste të reja të infeksioneve. Ngritja ne numrin e testeve do të na tregojë gjithashtu se sa më shumë testime bëhën, aq më shumë raste te reja raportohen. Ndërsa rishikojmë këto raste të reja, duhet të fokusohemi në numrat e hospitalizimeve dhe ndryshimet në shkallët e infeksionit. Si ilustrim, infektiviteti në New York ka qen rreth 25 përqind. Kjo do të thonë se nga ë testuarit, 25 përqind kan qën positivë për Covid-19, sot ky numër është 0.9 përqind. Pra shkalla e infektivitetit do të na tregojnë shumë më tepër, sesa thjesht të shohim vetëm numrin e rastëve të reja.

Pandemia do të vazhdoj me qën një problem për mbare botën dhe per një kohë më të gjatë. Shkenca na tregon se rreziku nga ky virus nuk ka ndryshuar, edhe pse kemi parë një rënie drastike të rasteve në shumë rajone, prandaj edhe në New York. Pra situata nuk ka ndryshuar thelbësisht nga disa muaj më parë. Zhdukja e natyrshëme e pandemise, dhe në një farë mënyre këthimi në normalitet, arrijnë vetem me atë që ne e quajmë imunitet i ”tufës”. Për viruset në përgjithësi, imuniteti i tufës mund të arrihet kur një përqindje e konsiderueshme (60-80 përqind) e popullatës është imune. Por asnjë zonë në ShBA, dhe as ne bote, nuk është askund afër kësaj shifre.

Ne e dimë se imuniteti i “tufës”, pa një vaksinë të sigurt dhe efektive, mund të arrihet vetëm përmes një sasie masive infektimesh dhe vdekjesh. Megjithëse kemi shumë raporte shpresëdhënëse në kërkimin e vaksines, kjo mund të zgjasë dhe pak kohë, para se të vihet në dispozicion dhe përdorim të gjerë. Por, ne gjithashtu e dijmë se imuniteti i “tufës” nuk është mënyra e vetme për të kontrolluar pandeminë. Një sistem agresiv i testimeve dhe gjurmimit të kontakteve të personave të infektuar do të na ndihmonte të menaxhojmë përhapjen, dhe çdo shpërthim të ri, t’a përmbajmë në grupe të vogla. Vështirësia në manaxhimin e këtij infeksioni paraqet fakti se, mesatarisht merr pesë-gjashtë ditë që një person, pasi të jetë infektuar me Covid-19, të shfaq simptoma, por mund të zgjasë edhe.deri në katërmbëdhjetë. Njerëzit e infektuar mund te shperndajnë virusin një ose dy ditë para se të fillojnë të ndiejë simptoma (disa e shpërndajnë dhe nuk zhvillojë kurrë simptoma), dhe mund të mbetet ngjitës deri në disa ditë pasi të mbarojnë simptomat. E gjithë kjo do të thotë se me kohën që rastet e reja fillojnë të shfaqen dhe te numrohën, një valë infeksionesh tashmë është në zhvillim e sipër. Pra rritja e rasteve në disa vende tani është rezultat i ekspozimeve që filluan disa javë më parë.

Infeksione të reja, megjithëse jo si një valë e dytë, nuk janë befasi për shumë shkencatarë të shëndetit publik. Ne kemi qenë të vetëdijshëm për mundësitë e pikave të reja në infeksion, ndërsa ngadalë po hapim shoqërinë tonë. Ne ende kemi të bëjmë me një virus shumë të transmetueshëm, dhe shumica e popullsisë mbetet e ndjeshme ndaj tij. Pra, mbajtja e asaj që ka punuar në zvogëlimin e numrave, duke përfshirë ngritje të madhe në testime, përpjekjet për gjurmimin dhe izolimin e te infektuarve, distnacimi dhe perdorimi i mbulesave të fytyrës, do ta bëjë më të vështirë për virusin, që të gjejë njerëz të rinjë për të infektuar. Kjo është veçanërisht e vërtetë për ata që janë më të ndjeshëm ndaj infeksionit

sikurëse të moshuarit dhe ata me smundje paraprake. Ruajtja e asaj që më së miri na ka mbrojtë deri më tani – distanca fizike – është primare për t’i mbajtur ata të paprekur nga virusi. Kjo pandemi do të jetë me ne dhe një kohë të gjatë, kështu që duhet të vazhdojmë vigjilencën, dhe të mos bëhemi tepër të vetëkënaqur me rezultatet e deritanishme!
