Update on Coronavirus Vaccinations from Office of Governor Cuomo./

– NY Governor issued a letter to HHS Secretary Azar to increase vaccine supply nationwide./  

-Next week, New York will expand to a larger provider network for vaccine distribution. /

-The State Department of Health is setting up 20 mass distribution sites over the next several weeks. /

Starting on Monday, New York State will begin scheduling vaccinations for “Phase 1b” groups—the next category of people eligible for the vaccine. This group includes: People aged 75 and up; education workers (pre-K through 12 teachers and education workers, licensed and registered child care providers, and school-bus drivers); first responders (local police, State Police, Sheriff’s Office employees, professional and volunteer firefighters); EMS workers (including professional and volunteer paramedics and EMTs); public transit workers (airline and airport employees, passenger railroad employees, subway and mass transit employees, ferry employees, Port Authority employees, and public bus drivers); and public safety workers. About 3.2 million additional New Yorkers will now be eligible.

There will be many more sites where New Yorkers can get vaccinated as we enter Phase 1b—more on that below—and we will be sure to keep you informed in this newsletter with the latest updates. While we all want to vaccinate even more New Yorkers, we must also keep things in perspective. We have a real supply problem with regards to the vaccine. Without increased supply from the federal government, we expect it will take 14 weeks to vaccinate the Phase 1a and 1b groups, which takes us to…April 16. We are in communication with the incoming Biden administration on the issue of supply, which must increase, but it is critical that all New Yorkers continue to wear a mask, social distance and exercise caution. 

Vaccine FAQ of the Day: COVID is still rapidly spreading throughout our communities. New Yorkers should continue to take the necessary steps to stop the spread.

Here’s what else you need to know:

1. Total hospitalizations rose to 8,561. Of the 243,903 tests reported yesterday, 18,832, or 7.72 percent, were positive. There were 1,475 patients in ICU yesterday, up 51 from the previous day. Of them, 912 are intubated. Sadly, we lost 161 New Yorkers to the virus. 

2. Next week, New York will expand to a larger provider network for vaccine distribution. To assist with Phase 1b vaccine administration, the expanded network will include doctor networks, Federally Qualified Health Centers, county health departments, ambulatory centers and pharmacies. Starting next week, 500 pharmacies will come online to assist in the vaccine distribution. All of these new providers will begin accepting vaccination reservations on Monday—stay tuned for more details. Hospitals will continue to serve as vaccination sites as well.

3. The State Department of Health is setting up 20 mass distribution sites over the next several weeks. One of these sites will be the Javits Center on the West Side of Manhattan, which will open to begin distributing the vaccine on Wednesday by appointment to eligible New Yorkers. 

4. To date, New York has administered approximately 479,000 vaccine doses. Hospitals have increased the number of doses administered over the past several weeks, starting with 33,709 doses administered during Week 1 and reaching approximately 195,078 by the end of Week 4. While the uptick is welcome, it is still not enough and we have more work to do.

5. I signed an Executive Order expanding the eligible pool of trainees who can administer the vaccine at distribution sites. As we continue our footrace in the vaccination process, we need as many eligible hands on deck as possible. The expanded pool includes licensed practical nurses, pharmacists & pharmacy technicians, dentists and certain dental technicians, midwives, podiatrists, EMTs and certain eligible students (in programs like nursing and medicine with at least one year of clinical experience). All eligible New Yorkers wishing to become vaccinators must undergo training. Learn more here. 

6. Along with eight other governors, I call on the Department of Health and Human Services to expedite distribution of the vaccine. 

Today, I issued a letter to HHS Secretary Alex Azar and Chief Operating Officer General Gustave F. Perna asking to increase vaccine supply throughout the nation.[]

My name is Valentino Lumaj, an Albanian-American resident ofMichigan.                                 I am writing this letter on behalf of my family, my six children, my wife and myself. I reach out to you to express our deepest appreciation for all your hard work on successfully overcoming the recent pandemic crisis, keeping this country safe, rebuilding a progressive economy and Making America Great Again! We admire you!

As an American, I am living the dream, settled and fullyengaged in building and real estate industry. As I watch my children grow, I cannot stop blessing America every day for the endless possibilities, the health care, the amazing schools, the safety, for the freedom and democracy. We also thank God for you Mr. President as a man of God, for protecting the family and conservative human values, the unborn children and supportingour church. 

As an Albanian, I have given up loyalty to my birth country for America. Still, my heart pounds heavily for Albania and Kosovo, as they are struggling for democracy and integration. I am sending this letter to you right on the eve of peace talks’ meeting between Kosovo and Serbia. If there is a price for the peace, Kosovo has already paid its price with the life of its own 17000 martyrs. Kosovo deserves peace, integrity and worldwide recognition.

Mr. President, we totally support your approach and coherent vision toward Kosovo, through your recent special envoy, Mr.Grenell. My soul is filled with hope and enthusiasm that this meeting will be historical by reaching an agreement between Kosovo and Serbia, which will lead them to normalize their ties, remove the obstacles that have blocked their talks and focus on economy, new jobs, prosperity and mutual recognition.

Mr. President, we Albanians have faith in you, as our strong and trustworthy ally. For over one century, the USA has been advocating and protecting Albania and Kosovo. What America has done for us, is engraved with the deepest appreciation in the Albanian nation’s memory.

Dear Mr. President Trump,

While I feel very uneasy to address you in these difficult moments, when you are fully engaged in saving the American people and the entire world from the cruel virus, COVID-19, there is an urgent issue that I must address that affects the future of an entire country.

Three decades ago, I was forced to leave my beloved country of birth, Kosova, as thousands of Albanians did. We were targeted and persecuted by the communist and terrorist dictatorship led by Serbian war criminal, Slobodan Milosevic. I was fortunate to settle in the United States of America, the most powerful and greatest democratic country in the world, the symbol of freedom and justice, the guarantor of peace and security of the whole world, and the biggest supporter of the Albanian nation.

This displacement was followed by Serbia’s cruel wars against the people of former Yugoslavia which included Slovenians, Croats, Bosnians and Albanians. Genocide, ethnic cleansing, and monstrous massacres took place in Bosnia and Kosova. Albanian mothers of Kosova are still grieving over their missing children. The horrible consequences of the war still linger heavily in the collective memory of the people of Kosova.

Historical facts and credible documents reveal information about the crimes that Serbs and other neighbors have committed against Albanians in their quest to seize their lands. They reveal the heroic resistance of the Albanian people, always fighting for their freedom. They also reveal our people’s unsurpassed tolerance and respect for all different nations, races and religions. Nothing illustrates this better than the salvation of all Jewish people who lived or reached Albanian lands while escaping from Nazi persecution during the Holocaust. I am very proud that my father Arif Aliçkaj was a part of this noble all-Albanian national effort.

During President Clinton’s term, America, who was assisted by other NATO members in siding with truth, justice and liberty, came to the defense of the innocent Albanian people by bombing their Serbian aggressor in 1999.  They helped the people of Kosova gain their freedom from Serbian occupation. The freedom for which many sons and daughters of the Albanian people fought and sacrificed their lives for – generation after generation – for more than a century.

During President Bush’s term, after many years of tough and exhausting negotiations mediated by Finnish President Ahtisaari, America helped Kosova declare its limited independence, for which the Albanian people of Kosova had to painfully make the ultimate compromise. Even after continued efforts by Serbia to challenge Kosovo’s independence, it was also validated by the International Court of Justice in the Hague. The benefit of the agreement was that it did not touch the current borders of the Republic of Kosova. However, it came with two big and unjustified errors. First, this agreement did not address the rights of the Albanian people who live in their autochthonous lands within Serbia. Those who should have been protected in exactly the same way as the rights of the Serbian minority in Kosova. Second, there was no consequences or real punishment for the defeated aggressor, Serbia, and their criminal behavior. Milosevic and few of his henchmen were arrested and convicted, but there was no demand for reparations of the war, no public apology and no pressure to return the remains of thousands of the missing persons to the families still in mourning.

These unforgivable mistakes enabled Serbia, who to this day is still ruled by former collaborators and supporters of Milosevic, to launch an unprecedented hostile campaign against the young state of Kosova. With its state-sponsored deceitful propaganda, based on pure lies and no facts, as well as expensive lobbying campaign in Washington, Serbia has managed to present itself in the international public opinion as a victim despite having been the aggressor. In this disgusting endeavor, they were helped also by failed politicians and governments of Kosova that managed to come to power after the death of President Ibrahim Rugova. Instead of working hard to build and strengthen the new democratic state, they were involved in illegal anti-democratic affairs that are harmful to the new Republic.

A few months ago, we were hopeful in how your administration became more actively involved in finding a solution to the Albanian-Serbian conflict. We thought that based on American values, Ambassador Richard Grenell, your Special Envoy for the Kosova-Serbia talks, would do the right thing, This being, pressuring the Serbian aggressor to recognize the rights of the victimized people of Kosova to exist in the lands that they have called home for centuries. 

Ambassador Grenell started the process by asking Kosova to unconditionally remove its 100% tariffs on the Serbian goods and Serbia to cease its hostile activities against the Albanian people. We understood this as his effort and desire for an unbiased mediation. However, after a brief period of time, he completely and openly sided with Serbia. When Serbia confronted him publicly by declaring that they would continue their hostile actions no matter what and would never recognize the independence of Kosova, he did not get angry. He simply “forgot” about pressuring Serbia and focused only on pressuring Kosova. He continued to facilitate secret contacts and talks between Serbian President Aleksander Vuçiç and Kosova President Hashim Thaçi. Vuçiç is a chauvinist with deep hatred for the Albanian people and a Milosevic supporter with a possible criminal background. Thaçi is a politician that is detested by the majority of the people of Kosova and considered the principal player responsible for most of the failures of the last 20 years. Based on the Constitution of the Republic of Kosova, he is not authorized to lead the talks between Kosova and Serbia. 

It was so absurd that Ambassador Grenell continued with his demand for the removal of the tariffs by Kosova in order to begin the dialogue with Serbia while at the same time talks between Vuçiç and Thaçi continued behind closed doors. The newly formed democratic government of Kosova, the government of hope and domestic anti-corruption, led by the mostly voted leaders in the country, Albin Kurti and Vjosa Osmani, did not reject his demand. With great respect for America, they offered a real, timely and logical proposal for the removal of the tariffs. They acted based on the promises that they made to the voters during their campaign, same as you Mr. President. This was not accepted by Ambassador Grenell. The actions that followed, including inviting Thaçi to Washington who represents PDK, the largest party in opposition for a meeting with Vuçiç, and especially of Hyseni, who represents LDK, the junior partner of the ruling coalition, raises a reasonable suspicion that the Ambassador encouraged the removal of the legitimate democratically elected government of Kosova. It was unbelievable and incredibly painful to read the statement of Your Ambassador, supporting the holding of the session of the parliament to vote for the motion of no-confidence against the government amid extraordinary circumstances when Kosova, America and the entire world was fighting for life or death against COVID-19. The majority of the democratic world, including Spain, who is not considered a supporter of Kosova, were against this move. 

I would like to quote here the Rapporteur for Kosova at the European Parliament, Eurodeputy Viola von-Cramon, who recently tweeted of the decision: “An own goal of the USA in #Kosovo with a historical dimension. How can you an ambassador be pleased to see a functional government tumbling in the #CoronaPandemic? Unbelievable. Irresponsible. I feel terribly sorry for the people of #Kosovo. They don’t deserve this.” 

Mr. President Donald J. Trump, as a devoted American and a conservative Republican, please allow me to use my right for the freedom of speech, with good intentions but with a broken heart and present you with some of my more concrete and direct points:

– I appreciate and support your “America First” platform and your statement at the UN that “other leaders of the world have the right to do the same for the countries they represent”. So, why was this right flagrantly denied to the Prime Minister of Kosova? The recent actions of Your Ambassador benefit only the Serbian-Russian hegemonic interests in the Balkans and may qualify as “Serbia First, Russia Second, America Third, and Kosova Last.” I also like your other slogan “Make America Great Again”, but in this case, it seems more applicable to “Make Serbia Great Again”.

– During your last confrontation in the US Congress with the impeachment efforts by the Democratic Party to remove you from the office based on their allegations of your “Russian collusion”, you said that “this is a witch hunt” and that “it should never happen again to any president”. So, how could the same happen to Prime Minister Kurti with the blessing of Your Ambassador, only because he was standing up for the legitimate rights of his own country?

– I salute the recent statement by the representatives of the State Department that in the meetings hosted by Ambassador Grenell there was no discussion about changing the borders

between Kosova and Serbia. If so, what were they talking about and why are these negotiations not transparent? More importantly if the people of Kosova, despite all the pressures, do not accept any land swap negotiated between Thaçi and Vuçiç, will America still defend the sovereignty and the territorial integrity of the Republic of Kosova within current borders as recognized in 2008?  Why is there no mention of the sovereignty and territorial integrity lately? 

– How is it possible that the America we know during your presidency is supporting politicians it once denounced as corrupt? Some of them being known criminals, from political parties that have ruled Kosova since the declaration of the independence?! How can they be accepted as legitimate participants in negotiations to resolve the problem that they themselves have created? How can they trust those who brought Kosova to the brink of failure, causing a tragedy for their own people and major problems for America at the time when there is a need to be focused elsewhere on bigger issues?! How is it possible to support the collapse of the newly formed democratic government of Kosova, which in its 40 days of work proved that it has the capability to lift Kosova out of poverty and the state of hopelessness?! 

I am very sorry Mr. President, but this has nothing to do with the democratic values of our beloved America. By supporting this anti-democratic act, your administration will ultimately be responsible for potential turmoil and destabilization that may follow in Kosova, the Balkans and Europe in its entirety after the ending of the Corona virus crisis. Even more so if Thaçi and his cronies are encouraged by your representatives to continue with using undemocratic means to rule Kosova.

– After his trip to America, emboldened by Ambassador Grenell, President Thaçi launched an open unprecedented, undiplomatic and arrogant attack against European representatives. Do they really think that Europe can be pressured to accept and implement an imposed solution, without its participation and consent, when as you know Kosova and Serbia are both situated in Europe?

– With their recent actions, President Thaçi and few of his friends in Kosova, supported by some important people in Your Administration, have increased Serbia’s appetite for annexation of more Albanian territory. Over more than a century, Serbia has forcefully occupied and ethnically cleansed Albanian people in major cities and regions like Nis, Toplice, Leskovac, Sandjak, and so on. If they manage to take Northern Kosova and Mitrovica, they will ask for more like Podujeva, Gjilan, Prizren, Shkodra, Durrës, and perhaps even Prishtina and Tirana. Documents from unbiased historical sources prove this ambition. One thing is very clear, Serbia will only stop when it is definitely convinced that there is no chance for grabbing of more Albanian lands.

– A permanent solution to this problem is difficult but possible and simple. America and the democratic world that have recognized Kosova in its existing borders, should make it clear to Serbia that the times of changing borders have passed once and for all. That the equal political and human rights for the Serbs in Kosova and the Albanians in Serbia will be guaranteed and preserved. Only a serious and decisive pressure by America and the democratic countries of Europe on Serbia can achieve this. The problem is not in Kosova, it is in Serbia and can only be resolved there. This country suffers from an unabated hatred for Albanians and other surrounding nations. Until Serbia is cured, these problems will persist. The alternative of changing the borders is very complicated and impossible to implement, it will cause the destabilization of the Balkans and all of Europe for decades to come. Most importantly, the people of Kosova and other Albanian lands will never ever accept it.

– I would like to emphasize that opinions, views and positions expressed in this letter are not only mine, they are also of those of more than 90% of hundreds of thousands of members of the Albanian diaspora in America, Europe, and all over the world, as well as of more than 60% of Albanian people in the Balkans. I also think that it is important to let you know that I am not affiliated and do not support any political party in Kosova. Like many other compatriots, I support only those leaders that prove themselves by working hard and with dedication for the wellbeing of the people and the nation.

Please, President Trump!

Do not push away the friendly Albanian people who love America more than any other nation on earth. Serbia may pretend to love America for its temporary interests, but everyone knows that the majority of the Serbian people would always side with Russia over America and this will never change.

May God bless you, your family and the American nation!

LETTER TO PRESIDENT OBAMA

Dear Mr. President,/

We are American citizens of Albanian decent.  We are writing now to protest against property rights violations in Albania, an issue that has caused great and continuing hardship in our native country and to ourselves.

Albania, long under communist rule,was notoriousnot only for human rights violations, but the violent expropriations of private properties throughout our country, without appropriate compensation. Owners, persecuted, condemned and exiled, rarely dared seek a vindication of their rights. When the Communistswere overthrown, Albania’s political parties remained by-products of their past and, unsurprisingly, their policies supposedly instituted to return property to rightful owners were ineffectual. Agricultural land, for example,was distributed to families residing in villages on the theory that land belongs to those who work it, not those who own it and similar principles were applied in the context of privatization of economic and trade enterprises, to the great damage of owners.

Political parties encouraged or directed the build-out of massive residential and trade buildings on the land of other people. Illegal builders forcibly ejected ownersbut the state remained indifferent, refusing to intervene to protect owners. In 2006, illegal constructions numbered roughly 400,000 but Albaniadidnothing to punishthe illegal occupants.  Instead, the government “legalized” the illegal constructions and excused the mass expropriationson the basis of purported “public need.” Compensation for the occupied lands was wholly inconsistent with their actual values and the owners were paid mere fractions of the actual value of their property.

For a small fraction of owners, compensation was supposedlygoing to be set at market price rates,but allocated funds turned out to be inadequate.Albanian owners sought justicein the European Court of Human Rights (EUHR) and the Court ruled for the owners. Financial bills that were required to be paid by the Albanian state mounted but the government refused to pay appropriate compensation. Such refusal was found to be a human rights violation.  Penaltiesimposed upon the Albanian Government by EUHR were severe and could have resulted in a state bankruptcy.

In December, 2015, the Albanian Parliament, by majority vote, enacted a law changingthe manner of property valuation and reducing property assessments. This law has been challenged in the Albanian Constitutional Court, by the President of the Republic of Albania and numerous associations, as well asAlbania’s Democratic and Republican Parties. The government is currently pretending this law is necessary to protect the “public interest” and claims that it accords with the decision-making of the International Court of Freedoms and Human Rights.  To the contrary, on November 10th, 2015, March 17th, 2016 and April 7th, 2016 this same courtissued rulings directing the State of Albania to pay fines amounting to over 24 million Euros. The Court approved the owners’ compensation claimsin accord with market ratesas determined in 2008 and not under the new laws, confirming the owners were and are entitled to real compensation.

Failure to respect ownership rights is a violation of human rights– it nourishes and strengthens economic and political corruption with respect to private property thus under-girding Albanian political corruption. Restitution of our properties is fair and reasonable.  Allowing third parties to effectively seize them without paying for them is, as recognized already by the courts, not only a dis-service to the public interest, in itself, but encouragesdeeper and further corruption.

Justice reforms do not end with the removal of corrupt judges, prosecutors, police or employees. Real justice requires that alawless mindsetwhich encourages people to do as they please,regardless of how one’s conduct impinges on other people’s rights, be replaced.  Without real rights of ownership and protections that real and substantial, Albania will continue to be plagued by the failed and unjust system the Communists long imposed.

We hope you will take the opportunity to address our concerns with Albanian goverment and thank you in advance for your time and attention in reviewing this matter.

*Greek Extremism Spills into Albania: Neo-Nazi Party Incites Violence/

Dear Ms. Johnson-Cook:/

As you may recall, we met in a seminar organized jointly with the United Macedonian Diaspora about the rise of extremism in Greece last October in D.C. We really appreciate your attention to these important issues of Albanians and religious freedoms in Greece.

As representatives of AAOC and American citizens we are concerned about the recent unpleasant events occurring between Albania and its neighbor, Greece. It is widely known that Albania is the most tolerant country in the world known for its religious coexistence. In the middle ages, the Albanian national hero, George Kastrioti Skanderbeg, fought for 25 years against the Ottoman Empire to protect the European civilization. Similarly, Mother Teresa, an Albanian Catholic nun with her humanitarian services is considered the Mother of the World.

Quite the opposite situation is found in neighboring Greece, which does neither legally recognize, nor respect its ethnic minorities. The same can be said about different religious groups which are not Orthodox Christian. Known as the cradle of democracy, Greece has seen a significant democratic deficit especially towards its minorities. Golden Dawn, a Greek neo-Nazi political party, which denies the Holocaust ever occurred, has risen in popularity, given the deepening economic crisis in the country. This right wing extremist group has secured many seats in the Greek parliament while increased anti-Semitic and xenophobic rhetoric and violent incidents are seen throughout the country.

In three separate incidents, two weeks ago, last week, and today, several Greek Neo-Nazi party “Golden Dawn” members and Greek Government officials have been protesting a court decision by the Albanian Constitutional Court, regarding the use of a property formerly owned by the Albanian Church in the Albanian town of Permet where a civic building has been erected since the 1950’s. Permet is a small town in southern Albania which is home of the Albanian national Poet Naim Frasheri, of Bektashi faith. The town has no ethnic minorities and its Muslim and Christian population has been living in peace for centuries. Today Golden Dawn attempted to enter Albania and called for war, while shouting anti-Albanian ethnic slurs.

Last October you heard testimonies from European Union member-state Greece is home to Macedonian and Turkish minorities, with sizeable Albanian, Roma and migrant populations and religious communities such as Catholics and Jews. Greek fascist circles as Golden Dawn, are trying to influence Greek government policy calling for the deterioration of relations between the two neighboring states. Recently Golden Dawn members, (some supported by elements of Greek secret police) have been holding illegal demonstrations and inciting cross-border violence between Albania and Greece. Here it is worth emphasizing one very important fact: in 1940, when Albania was occupied by fascist Italy, Greece declared war on Albania. Today, after 73 years, this law is still in effect by Greece, keeping in mind that both Albania and Greece are NATO members.

Two weeks ago, the Greek government lodged a demarche over the Permeti incident where Orthodox priests urged by the Archbishop of the Albanian Autocephalous Church, Yanoulatos (a Greek citizen) created tensions southern Albania. Both the Greek government and Golden Dawn have been issuing political statements against Albania for matters that pertain to Albanian citizens in Albanian territory. Albania’s outgoing Prime Minister Sali Berisha condemned Greece’s official complaint as “unacceptable and unreasonable interference in Albania’s internal affairs.” Clearly, Greek society is plagued by unemployment and severe economic woes and does not want to get in a situation where far right groups encouraged by inside government elements take advantage of the political vacuum created in Albania after peaceful and uneventful June 23rd elections.

While many property claims remain unresolved in Albania, past International Freedom reports state that the Albanian government continues to address claims from religious groups regarding the return or restitution of property seized during the former communist era. Moreover, in the past 23 years there have been no incidents or reports of abuses of religious freedom by the Albanian government. Subsequently this unclear legal status creates conditions which are being exploited by Greek chauvinist circles. We strongly believe that the Greek government and the Greek Archbishop should not meddle into the affairs of a sovereign country which has its own independent church for over 90 years.

Therefore, as proud American citizens of Albanian descent are very concerned and ask this great Democratic country to work through US diplomacy to calm Greek and Albanian relations for sustainable peace in the Balkans. Our organization will supply you with an updated report, if needed. We are confident that your team will work for a just solution to this issue.
