[04] ARKAN FOREWARNS OF CONFLICTS IN KOSOVA
PRISTINA, JULY 10 (ATA)- By B.Jashari, Large-scale conflicts are likely to break out in Kosova next year, the chairman of the Serb Unity Party, Zhelko Raznjatovic-Arkan, said in a news conference on Tuesday.
Arkan accused President of Kosova of being behind “all terrorist actions occurring in Kosova”.
Serbian parties, also including the ruling Socialist Party, have recently accused Albanians of Kosova of terror, after several explosions without victims in the Serb refugee camps and of killing and wounding several policemen and civilians in unexplained incidents.
Albanian subjects of Kosova have rejected the charges. They have denounced the acts of terror and considered them efforts to escalate conflicts and hinder the political solution to the Kosova Issue.
The so-called “Kosova Liberation Army”, which, according to some media speculations, has claimed responsibility for the incidents, is unidentified and unknown in Kosova.
After the incidents, the Serb regime in Kosova has undertaken large- scale acts of violence and terror against Albanians. President Rugova in the latest news conference remarked that the the violence campaign was concentrated on Albanian institutions and political, humanitarian activists and intellectuals, especially on the Democratic League, the major party of Albanians in Kosova.
“The campaign aims at incriminating the Albanian activity and definition for the solution of the Kosova issue through political means”, Rugova said.
Meanwhile, statements of Serb parties and several officials excluding the possibility of talks with Albanian legitimate representatives have increased in number.
Mira Mrkoviq, directress of the Yugoslav Union Left, has been staying in Kosova of late in an effort to search for “other Albanians” for talks and with the demand that “Albanians be dissociated from those who do not accept Serbia as their own Homeland”, but without result.
In the meantime, the Serbs of Kosova have been successfully manipulated and frightened out of solving the Kosova issue. The analysts say this is done to revive the Serb populist movement, used by the end of the 80’s to violently overthrow the Kosova autonomy. This is also done to present before the international opinion the Serbs’ issue as the Kosova problem and not the Albanians’ question, their position.
The Kosova issue is now being discussed openly also in Serbia and a turning point was marked by the debate in the Serb Academy of Sciences, in which the chief academic Despich raised the possibility of Kosova’s secession from Serbia. Serb press predict Albanian-Serb dialogue to begin in the next fall.
In Kosova, the question is: what is nearer, the dialogue to resolve the Kosova issue, demanded by the Albanians and which is insisted upon by the international community or the probable conflicts, provoked or predicted, like in Arkan’s statement.
Arkan has also long since warned of the displacement of his armed formations from Bosnia and Croatia to Kosova. Arkan’s people are reported to have been seen in various environments of Kosova of late. The big weapons’ arsenal in the hands of Serb civilians, massively armed by the state power, and constantly provoking the Albanians, is also threatening in Kosova. p.ta/lm/sh/

[06] KOSOVA COLONISED BY SERBIAN UNIVERSITY IN PRISTINE
TIRANA, JULY 9 (ATA) By B Jashari – Serbian colonisation of Kosova continues to be realised even through the University of Pristine, from which Albanian students and professors have been forcefully expulsed by the police forces six years ago.
The Pristine University, now of Serbs, has declared a competition for more than 4500 new students and 270 teachers from “all Yugoslavia” the note said. They are offered many privileges and facilities among which hundreds of dwelling houses built in the University complex and other parts of Pristine.
The Serbian University of Pristine has now from 18000 students 3000 Serbian students from Kosova and the rest, aiming a Serbian colonisation of Kosova, were brought from other parts of former Yugoslavia. pta/fh/sh/

[12] KOSOVA PRESIDENT HOLDS TALKS WITH GERMAN FOREIGN MINISTER
PRISTINA, JULY 11 (ATA) – By B. Jashari: President of the Republic of Kosova, Dr Ibrahim Rugova, who was on an official two-day visit to Germany invited by the German Foreign Ministry, held one-hour talks with the German Foreign Minister Klaus Kinkel earlier on Thursday.
The German Foreign Ministry issued a press release saying that “the Foreign Minister Klaus Kinkel held talks with the political leader of the Albanians of Kosova, Dr Ibrahim Rugova about the situation in Kosova.”
Dr Rugova told journalists, “I am satisfied of the negotiations with the Foreign Minister Kinkel because after he got acquainted with our attitude on the situation in Kosova and Albanian options for a political solution to this issue, he pledged that Germany will stimulate efforts for a right solution to the Kosova issue peacefully and democratically.”
President Rugova also said that the meeting focused on the problem of Albanian refugees and asylum-seekers who have been living in Germany for a certain time and who should return to their country one day. We thank Germany for its hospitality and aid without reserves to our youth and the persecuted by regime who were forced to leave the country.”
Rugova added that the return should be organised in stages and under the international surveillance. Germany is ready to coordinate actions in order that the repatriation help the stability in Kosova both politically and economically.
President Rugova will also visit the German Bundestag and hold a press conference for journalists accredited in Bonn. pta/l/ak/k

[14] Dramatic fighting developments in suburbs of Peja and Decan
PRISHTINE, July 11 /ATA correspondent Behlul Jashari reports:
Fighting, which began in the morning in the suburbs of Peja and Decan, has assumed dramatic proportions.
Reports available from the spot say that today at around 8.30 a.m., the villages of Loxhe and Raushiq were attacked by heavy artillery, also including surface-to-surface missiles.
According to Council for the Defence of Human Rights in Kosova, “damages are catastrophic”.
The ambassadors of the Contact Group countries in Belgrade has been urgently informed of these developments.
The same sources say that in the frontal attack against Albanian dwelling places, about one km from the Peja city, are involved heavy forces of the Yugoslav army, police and of the Serbian paramilitaries as well as Serbian civilians, who taken up arms to fight against the Albanian population.
A dangerous situation also prevails in the Peja city, especially in the Dardania 1 and Dardania 2 quarters, near Loxhe.
The Albanian population, children, women and old people, are leaving the city and the attacked regions and are making for Montengro and other directions, while the men are staying in defence of their own soil.
Fresh attacks of Serbian forces began today also in the suburbs of Decan, in the villages of Shaptej, Baballoq and other suburbs.
The Yugoslav army heavy artillery continues to attack from the military positions in Suke of Bitesh and Suke of Herec.
Fierce fighting is also reported to continue on the Kosova-Albania border belt. Reports on very dangerous developments and victims come also from the areas surrounding Prizren. /cela/das/lm/
