Remarks by Ambassador Ferit Hoxha at the UN General Assembly session on Strengthening of the United Nations

Mr. President,

Distinguished colleagues,

Albania aligns with the statement made on behalf of the European Union and its member states. I would like to make the following points in my national capacity:

We welcome this first and historic meeting in implementation of UNGA Resolution 76/262. Strengthening the multilateral system, with UN at its core, is essential for delivering on defending the international law, maintain international peace and security and ensure legitimacy of the Security Council.

Unfortunately, on 26 May 2022, two Permanent Members of the Security Council vetoed a draft resolution on DPRK under Chapter VII. This was the first time in the last fifteen years that the Council was divided on this issue, and came, surprisingly, at a moment when the DPRK regime is violating without any remorse multiple Security Council resolutions and showing contempt for International Law.

Colleagues,

Let’s recall the facts: since January 2022, the regime in DPRK has intensified and diversified its ballistic missile launches. It has conducted over 30 tests without notification, without observing maritime and airspace regulations. The Council has met repeatedly on this issue but it has not been able to issue any condemnation.

Three days ago, on June 5th, just one week after the draft resolution was vetoed in the Security Council, DPRK launched several ballistic missiles towards East Sea. It had never happened before for DPRK to test-fire a barrage of short-range ballistic missiles from multiple locations. Evidently, a situation where the Security Council is blocked and the international community is divided, is considered by the DPRK regime as a license to break the law with impunity.

We are concerned by the objective of the DPRK regime to enhance the operationalization of its WMD and ballistic missile program. We condemn all ICBM launches from the DPRK and call to end its continuous unilateral and grave escalations, that are seriously threatening the Korean Peninsula, Indo-Pacific region and the whole world. We call on the DPRK to implement in full the SC resolutions. They are not papers to be contemplated but documents to be implemented.

The regretful reality is that such misuse of veto only tolerates the repeated violation the international law and the security council resolutions and by doing so, award a regime that is pursuing a militarization and proliferation policy, that is failing to abide by the Non-proliferation Treaty; that is disregarding IAEA safeguards and other international norms and obligations, threatening peace and stability in the region and beyond.

So, there are some very important questions that need to be answered:

–              We need to reflect on how the use of the Veto in this case has contributed to the maintenance of peace and security?

–              How has it helped the Security Council be relevant and credible?

–              How has it enabled the Council to perform its duties and live up with its responsibilities on DPRK?

–              How has the Council, in this case, been able to act on behalf of the UN wider membership? with what attitude?

Excellencies,

When the leadership of Pyongyang is parading the advancement of its missile program, the Council is veto-paralyzed and transformed into a spectator. Is this what we want and aspire for?

When a country is brutally attacked by another, the Security Council is veto-paralyzed and held hostage. Is this the way to promote peace?

When for more than 11 long years, a barrage of 16 vetos have shielded the regime in Syria preventing a much-needed referral of the situation to the ICC, how can we claim to support accountability?

What message would it give to other obscure regimes aspiring to do the same or worse, and who may very soon be posing new threats to the peace and security world-wide?

If international law and the body entrusted with maintenance of peace and security cannot stand on their way, who will stop them?

This is not a way to promote peace and security!

This is not a way to strengthen multilateralism, which nowadays is needed more than ever.

This is not a way to making the world a better and a safer place as we have committed to.

Dear Colleagues,

The misuse of the veto undermines efforts to finding just and lasting solutions, however difficult they may prove to be.

The veto cannot and must not be seen as a carte blanche for impunity, offering the illusion of a quick solution when in reality it reflects only an ability of obstruction.

This is why Albania advocates for the reform of the use of the veto and supports the French-Mexican initiative for members to voluntarily and collectively suspend the use of the veto in the event of mass atrocities.

The veto should reflect the principle of responsible use of a special power, not the misuse of a privilege.

Therefore, we need to build a culture of accountability and transparency around the use of the veto in such way that it does not prevent the Council from taking action in situations that require strong responses from the United Nations, in the spirit of “We the People” and for the people.

Në kuadër të 100-vjetorit të vendosjes së marrëdhënieve diplomatike Shqipëri-SHBA

Me të drejtë flitet dhe është shkruar mjaft gjatë viteve për rolin që ka luajtur dhe që luan gjithnjë komuniteti shqiptaro-amerikan në ruajtjen si sytë e ballit të marrëdhënieve midis Shteteve të Bashkuara dhe Kombit shqiptar si dhe për zhvillimin e tyre të mëtejshëm.

Një nga takimet e shumta të poërfaqsuesve të komunitetit shqiptaro-amerikan me udhëheqsit e lartë të Shteteve të Bashkuara gjatë dekadave të kaluara ishte edhe pjesëmarrja në një tryezë të rrumbullakët me Zëvëndës Presidentin Riçard Cheney.  Ishte Korriku i vitit 2005.  Këshilli Kombëtar Shqiptaro-Amerikan (NAAC) ishte ftuar në një takim – tryezë të rrumbullakët të disa grupeve të caktuara etnike në Amerikë — me Zëvëndës Presidentin e SHBA-ave në atë kohë, Z. Riçard Cheney. Secilit përfaqsues të grupeve iu rezervuan 5-minuta për të folur mbi shqetësimet e mbrendshme dhe të jashtme të grupit që përfaqësonte dhe politikës amerikane ndaj atyre problemeve.   Ishte kjo një mundësi e rrallë për të shkëmbyer pikëpamjet tona mbi çeshtjet aktuale me interes për shqiptarët me numrin dy të Administratës së Presidentit George W. Bush.

Autori i këtij shënimi, në atë kohë Drejtor Ekzekutiv i Këshillit Kombëtar Shqiptaro-Amerikan, (i dyti nga e majta në foto), mori pjesë në takimin e ngushtë me Zëvendës- Presidentin Cheney, siç është shënuar në atë kohë nga disa portale, si më poshtë. Zyrtarët e tjerë të organizatës NAAC (Ilir Rusi, Kryetar, Martin N. Shkreli, zevendës Kryetar dhe Lou Fundos, menaxhues i fondeve) dhe të tjerë, u përshëndetën më vonë gjatë darkës me delegacionin e Shtëpisë së Bardhë dhe me politikanë të tjerë vendas dhe federalë.

Si Drejtor i Këshillit Kombëtar Shqiptaro-Amerikan (NAAC) në atë takim me njeriun e dytë më të rëndësishëm të Shteteve të Bashkuara, theksova lidhjet e ngushta historike midis popullit amerikan dhe Kombit shqiptar.  Paraqitja ime vazhdoi mbi gjëndjen në Kosovë në atë kohë duke nënvijuar se nuk ka alternativë përveç pavarësisë dhe se njohja e pavarësisë së Kosovës shtet i pavarur e sovran të deklarohet, botërisht, sa më parë që të jetë e mundur nga ana e Shteteve të Bashkuara dhe aleatët perëndimorë, si e vetmja zgjidhje e pranueshme nga populli i Kosovës dhe si një zgjidhje afatgjatë për interesat amerikane në Ballkanin Perëndimor edhe për sigurinë dhe paqën në rajon dhe në Evropë. Fola, shkurtimisht, edhe mbi gjëndjen paszgjedhore politike (të 3 Korrikut, 20025) në Shqipëri.

Tryeza e rrumbullakët me Zëvëndës -Presidentin e Amerikës, Riçard Cheney u pasua nga një darkë për kongresistin e atëhershëm republikan të Nju Jorkut, Z. Vito Fossella, në të cilën morën qindra të ftuar.

Takime si ky me Zëvëndës Presidentin Cheney, komuniteti shqiptaro-amerikan ka patur, gjatë dekadave, me dyzina të tilla, me përfaqësuesit më të lartë të politikës amerikane – republikanë e demokratë — të dy partive kryesore të Shteteve të Bashkuara – duke përfaqësuar me dinjitet dhe atdhedashuri komunitetitn shqiptaro-amerikan si dhe interesat e shqiptarëve në përgjithësi. Siç është shprehur me një rast, ish-Sekretari amerikan i Shtetit, John Kerry në një takim të tijin me grupet e ndryshme etnike në Amerikë, përfaqsuesit e këtyre grupeve etnike, “janë ndër ambasadorët më të mirë që mund të kemi”.

Ashtu edhe komuniteti shqiptaro-amerikan me përfaqsuesit e tij, si gjithmonë, në të kaluarën ashtu edhe sot — në këtë 100-vjetor të marrëdhënieve shqiptaro-amerikane — me dinjitet, respekt dhe me dashuri për dy vendet tona, ka lujtur dhe vazhdon të ushtrojë rolin e “ambasadorit” të denjë të Kombit shqiptar në Washington dhe kudo në Amerikë ku jetojnë shqiptarët.

Roli i komunitetit shqiptaro-amerikan nuk ushtrohet vetëm në tryeza të rrumbullakëta me zyrtarët më të lartë të Amerikës por edhe me shfaqje si këto para Shtëpisë së Bardhë dhe Kongresit të SHBA-ave dhe në rrugët e qyteteve më të mëdha amerikane, ku shpaloset krenaria, kultura dhe identiteti kombëtar i shqiptarëve në këtë vend dhe më gjërë. Roli i komunitetit shqiptaro-amerikan nuk ushtrohet vetëm në tryeza të rrumbullakëta me zyrtarët më të lartë të Amerikës por edhe me shfaqje si këto para Shtëpisë së Bardhë dhe Kongresit të SHBA-ave dhe në rrugët e qyteteve më të mëdha amerikane, ku shpaloset krenaria, kultura dhe identiteti kombëtar i shqiptarëve në këtë vend dhe më gjërë. The Albanian Cardiovascular Clinic At Jacobi Center To Open in September

Jacobi Medical Center will open a Cardiovascular Clinic to specifically cater to the Albanian residents in the Norwood, Belmont and Pelham Parkway sections of the Bronx in September.  Dr. Eleonora Gashi-Baraliu will lead the Albanian Cardiovascular Clinic. Currently she is the director of Cardiovascular Consultative Services and Quality for Cardiac Intensive Care Unit at Jacobi. The Albanian Cardiovascular Clinic will look after the heart health of the patients while also focusing on educating them on the benefits of proactive behavior or self-care regimen. 
Dr. Gashi-Baraliu’s ethnic background renders her a natural ‘insider” into the culture and importantly into the attitude toward health issues. Studies show that heart disease is one of the leading killers in the Albanian community, that largely resides in the Bronx borough of New York. Within its neighborhoods, the most Albanian residents are in Pelham Parkway with 4,766, Bedford Park 1,387, Riverdale 998, Co-op City 844, Belmont 538, Wakefield 467, and Castle Hill 238, and many other areas with smaller amounts, according to the 2016 American Community Survey (ACS).

“As an immigrant who trained in Manhattan for general and interventional cardiology, my eye was always towards the Albanian community in the Bronx,” she said for the Bronx Times.

Aside from cardiology services, ACC will offer cardiovascular consultations, echocardiograms, holter monitoring, treadmill exercise stress tests, nuclear stress tests, stress echo, coronary CT angiography, cardiac MRIs, diagnostic angiograms and percutaneous coronary interventions.

Most of the patients will be referrals from Illyria Clinic. Reports say that on a weekly average 20-30 of its patients are in need of cardiology services. Dr. Gashi-Baraliu, who has been with Jacobi since 2018, is confident Albanian residents will come to the clinic as an easy transfer from the general cardiology clinics at the hospital.

According to the doctor, the ACC allows for “patients to have the cultural comfort and eliminates communication as a barrier to health care disparity,” which in turn helps to facilitate their attending to their health issues.

Aiming to promote healthier lifestyle habits, the facility will conduct educational sessions for the whole community. In the last two decades, Illyria Medical Practive at Jacobi Medical Center has been serving the health needs of the Albanian population of the borough which saw an increase in demographics after the Kosovo war. 

Fëmijët shpëtojnë jetë…

Jam shumë i lumtur që sot po fillojmë realizimin e projektit “Fëmijët shpëtojnë jetë” që kam ideuar para një viti në bashkëpunim me komunitetin e mjekëve shqiptaro-amerikan.

Nën organizimin tonë dhe në bashkëpunim me ekipin e mjekëve shqiptaro-amerikan nga nesër deri më 10 Qershor në kazermat e FSK-së, të Prishtinës, Gjilanit, Ferizajt dhe Istogut me pjesëmarrjen e nxënësve të shkollave të mesme të vendit do të realizojmë projektin “Fëmijët shpëtojnë jetë”.

Për t’u dëshiruar mirëseardhje, mirënjohje dhe fillim të mbarë të projektit tonë, sot së bashku me Ministrin Latifi, Gjeneral Cikaqin dhe mjekët tanë, prita në takim, udhëheqësin e projektit nga komunitetit i mjekëve shqiptaro-amerikan, Dr. Sylejman Çelaj dhe Dr. Jose Willey.

Projekti “Fëmijët shpëtojnë jetë” është projekt vullnetar i cili realizohet me iniciativën e përbashkët të Ministrisë së Mbrojtjes, FSK-së dhe mjekëve shqiptaro-amerikan, të përkrahur nga Ministria e Shëndetësisë dhe Ministria e Arsimit.

Ekipi i mjekëve në bashkëpunim me Regjimentin e Mjekësisë të FSK-së do të realizojë trajnimin 4 ditor për 400 nxënës të shkollave të mesme nga 25 komunat e vendit me përfshirje të të gjitha komuniteteve.

Gjatë këtyre ditëve, fëmijët do të kenë mundësinë që të marrin mësime bazike për të dhënë ndihmën e parë dhe për të përdorur defibrilatorët në raste të situatave të papritura dhe aksidenteve, me c’rast ata do të kenë njohuritë bazike, që do të rezultonte në uljen e rrezikut duke shpëtuar jetën e çdo qytetari që mund të gjendet në një situatë të rrezikshme për jetën.

Ekipi i mjekëve dhe komuniteti shqiptaro-amerikan kanë grumbulluar donacione në vlerë prej 50 mijë dollar, me ç’rast në mënyrë vullnetare do të sjellin eksperiencën e tyre profesionale dhe specialistike, si dhe defibrilatorët si donacion dhe mbështetje për FSK-në dhe Ministrinë e Shëndetësisë.

Ky aktivitet është edicioni “Kosova 2022” dhe ka për qëllim të jetë aktivitet tradicional, si dhe të organizohet një herë në vit. Aktiviteti ka për qëllim që në vitet në vijim të zgjerojë rrjetin e mjekëve shqiptar gjithandej botës, të cilët vullnetarisht do t’i bashkohen kësaj iniciative dhe një herë në vit të vizitojnë Kosovën dhe të japin kontributin e tyre për atdheun e tyre.

Ky aktivitet është pjesë e projektit tonë për futjen e lëndës së Mbrojtjes, Sigurisë dhe Paqes në plan-programin e shkollave tona, krahas bashkëpunimit të ngushtë me diasporën tonë, në këtë fushë dhe shumë fusha tjera me interes për rininë tone, qytetarët tanë dhe së ardhmes së kombit dhe atdheut tonë.

Atdheu ynë është vendtakimi ynë i çdo patrioti dhe ka hapësirë që secili nga ne të japim kontributin tone për edukimin, zhvillimin dhe përparimin e saj në fushën e sigurisë, mbrojtjes dhe mirëqenies së vendit dhe qytetarëve tanë.

Allred Intros Resolution Honoring Vasifije Krasniqi-Goodman, a North Texas Resident, Human Rights Activist and Survivor of Sexual Violence During Kosovo War

Washington, D.C. – Congressman Colin Allred (TX-32), a member of the Foreign Affairs Committee, is today introducing a resolution in honor and support of Vasfije Krasniqi-Goodman, a North Texas resident, a survivor of sexual violence during the war in Kosovo and a human-rights activist. The resolution will also call on the U.S. to devote resources to ensuring that the Government of Serbia properly investigates and prosecutes all those responsible for sexual violence during the Kosovo war.

“I am so inspired by Vasifje’s bravery in sharing her own harrowing story, and shining a bright light on the reality of sexual violence committed by the Serbian military and police during the Kosovo war,” said Allred. “The reports of sexual violence happening in Ukraine are a stark reminder that we must be clear-eyed about the tragedies of the past, and uplift survivors’ stories so we can work toward accountability and ensure this never happens again. That’s why this resolution is so important, and I look forward to building support for it so it passes the full House.” 

“Today is a proud moment for me, the 20,000 survivors of sexual war crimes in Kosova and around the world, as my representative in the U.S. Congress Rep. Colin Allred is introducing a Resolution against rape as a weapon of war and the need for justice and accountability,” said Krasniqi-Goodman. “I am immensely grateful to him and the co-sponsors for standing up in support of survivors in our plight for justice. Every step in our fight gives hope to others and encourages them to stand up and continue the fight. We are thankful to Rally for Her Justice’s commitment to this issue, to have our voices heard and their support into pushing this legislation forward.”

Sexual and gender-based violence continues to be a shameful part of modern war as recently evidenced by the horrifying atrocities in Bucha, Ukraine. As the U.S. and our allies look to collect evidence and hold accountable those responsible for war crimes in today’s conflicts, it is important to examine lessons from the past.

The resolution was also cosponsored by Reps. Adriano Espaillat (NY-13), Ritchie Torres (NY-15), Juan Vargas (CA-51) and Marc Veasey (TXz-33). Read the resolution here:

Background on Vasfije Krasniqi-Goodman and the War in Kosovo:

Following the disintegration of the Federal Republic of Yugoslavia in 1991, bloody wars broke out across the Balkans, leading to crimes against humanity, a finding of genocide in Srebenica and one of the worst humanitarian catastrophes in Europe since World War II.

Kosovo was one of the Balkan states that sought to gain their independence from the autocratic rule of war criminal Slobodan Milosevic. A State Department report found that during the Kosovo War, over 1.5 million Kosovar Albanians were forcibly displaced from their homes and Serbian forces and paramilitaries implemented a systematic campaign to ethnically cleanse Kosovo, perpetrating war crimes that included the use of rape as a weapon of war. An estimated 20,000 people were victims of conflict-related sexual violence during the war.

Krasniqi-Goodman was 16 years old during the Kosovo war living in Stanovc I Poshtem, Kosovo when she was abducted from her home and raped by a Serbian police officer and another individual. Krasniqi-Goodman survived that harrowing experience and after the war sought to hold the individuals who assaulted her responsible, but to this day none have been brought to justice. 

Krasniqi-Goodman has become an outspoken advocate for victims of sexual violence during the conflict – the first ever from Kosovo to do so. On April 30, 2019, she testified before the U.S. House Committee on Foreign Affairs for justice on behalf of victims of war crimes, in a hearing titled “Kosovo’s Wartime Victims: The Quest for Justice.”
