“During this period I heard nothing whatsoever of Gani BEG and I was unsure of his whereabouts. Sokoli (Nik)was supposed to be organizing the Zogists, but there were very few people at all there who were interested in anything other than living a quiet and peaceful life, in accepting all the arms and ammunitions they could get from the GERMANS and extorting fabulous prices from me for anything I had to purchase. Through SOKOLI I was negotiating for a meeting with Kol Bibe Mirakaj, but I did not actually meet him until April 30th. I had been warned by KAZAZI on first arriving in the north that there were two notorious collaborators there, Gjon MARKAGJONI and Kol Bib MIRAKAJ, and all through the winter there were consistent reports of both men accepting arms and money from the GERMANS to fight Partisans and ourselves. The meeting took place at Kol Bib’s house in IBALLE (B.53) and also present was Hilmi LEKA. They stated that, since the ITALIAN capitulation they had both had opportunities of accepting official jobs with the GERMANS but they refused because they were not supporters of GERMAN occupation. They are both pro-ITALIAN and would still welcome the return of the ITALIANS to Albania; they say that ITALY did a great deal of good for their country and by its geographical location it is the obvious country to give ALBANIA the guiding hand she needs so much. They are not antiZOG and they said that a majority of the people showed by vote that they wanted his return, they would not oppose him in any way. They had, before this war, been ardent opposers of ZOG but they consider most of his faults were due to his advisers and ministers and that spending 5 years England will have a very noticeable effect. … were great admirers of ENGLAND, and of AMERICA to a lesser degree, but no so of RUSSIA. Their fear of Communism is almost fanatical, but they seemed quite confident that ENGLAND would never allow RUSSIA to occupy ALBANIA and on that account they said that threat of ALBANIA becoming completely Communistic was not quite as bad as many ALBANIANS thought. Kol Bib said that unless the ALLIES could guarantee ALBANIA’s frontiers after the war and guarantee that the fate of KOSSOVA would be decided by a fair plebiscite, thus giving people an ideal for which to fight, it would be impossible for anyone to organize a large scale uprising against the GERMANS. Should these guarantees be given, he said, the whole of the Nationalist ALBANIA would unite in a supreme effort against the GERMANS and also many people now with the Partisans would leave and join the Nationalists. He said that the chief reason for the success of the Partisans was that they had an ideal for which to fight and for this reason also they were united in their effort. ”
