On July 22, 2022, the Albanian Forum for the Protection of Cultural Heritage distributed a disturbing video on Facebook that shows the controversial British archaeologist, Prof. Richard Hodges, making some alarming remarks on the history of Albania and Butrint during year 1913. Among other things, Hodges states that Butrint was not part of Albania, “a country that was an artificial creation of the Great Powers”.

Richard Hodges is the leading Board Member of the very contentious Foundation for the Management of Butrint, created and controlled by the Albanian American Development Foundation [AADF], which will soon take over the management of the World Heritage Site of Butrint in Southern Albania unless the High Court in Albania does not step in to stop them.
Unfortunately we note that, on the very same day, U.S. Ambassador to Albania, Yuri Kim, published on twitter a very strong endorsement of AADF and its work in Butrint.
In a summary, the Albanian government, advised and influenced by the AADF, has recently approved the hotly debated law granting Butrint management to AADF for ten years. The President of Albania rightly vetoed the law, but it was overruled by the Parliament. Yet, despite the strong opposition in Albania to such a blatant takeover of the Butrint management, the U.S. Embassy in Albania, the USAID headquarters in Washington and its local office in Tirana have so far fully supported AADF.
Albanian-Americans cannot stand indifferent in front of such flagrant travesty.
AADF is an off-shoot of the Albanian American Enterprise Fund [AAEF], created by an Act of Congress in 1990s. However, instead of being fully dissolved, as Congress required, the AAEF was transformed in 2009 into the AADF as a permanent, private foundation, remaining under the nominal supervision of the USAID.
Despite the rosy description of their achievements in Albania, the latest fiasco on Butrint raises very serious questions on AAEF/AADF’s true role and intentions in the field of cultural heritage in Albania.
We should keep in mind that National Parks in America, including federally owned World Heritage Sites, are managed solely and exclusively by the National Park Service [NPS], an agency of the Department of Interior.
If we in the United States do not allow any private foundations to manage our federally owned national parks, how come that the USAID is allowing the AADF to do exactly the opposite in another country?
While changing the mind of the government in Tirana is the duty of our fellow Albanians residing there, we have the collective power of the vote as U.S. citizens to ask the help of our elected representatives in the U.S. so that our government takes the necessary corrective action.
Write to your Senators and your congressman/congresswoman! Tell them that you are very concerned about the actions of the U.S. Embassy and USAID in Tirana and that you ask for your elected representative to exercise their constitutionally mandated oversight powers towards the administration. More precisely, ask them that if we, in the US manage our National Parks through our NPS, and if USAID policy is to promote “local capacities” and “home rule”, why are the U.S. Embassy and USAID in Albania deviating from such firm and consistent U.S. Government policies? Why are they “experimenting” in Albania, thus treating Albania and her people as guineapigs?
And in connection with the videoclip, by showing their full and unqualified support to AADF’s takeover of Butrint’s management, the U.S. Embassy and USAID in Albania are allowing little room to distance themselves from the dangerous views of the British professor Richard Hodges on Butrint and Albania.
Suggest to your elected representative that the only corrective actions out of this unfortunate situation would be for the USAID to instruct the AADF Board of Trustees to immediately cease and desists from its plans to take over the management of another country’s national parks and cultural heritage sites.
Consistent with U.S. government policies, the AADF has no business in interfering and taking over the management of Albania’s national parks and cultural heritage sites.
The Albanian people have protected, preserved, managed and cared for their cultural heritage and national parks on their own for centuries, including Butrint. They should continue to do so in the future.
Finally, inform your elected representative that, as the November midterms elections are approaching, the large Albanian-American community across the United States, many of whom live in key battleground states, is very disturbed of the actions of the current administration in Albania and such actions – if there is no change – may heavily influence their voting preferences on November 8th.
