Senati i Shteteve të Bashkuara miratoi këtë javë një projektligj që autorizon shpenzimet ushtarake për Pentagonin, një projektligj i cili njëkohësisht do të blokonte shitjen e aeroplanëve luftarakë amerikan të tipit F-35, Turqisë nëqoftse Ankaraja nuk heq dorë nga blerja e raketave ruse të tipit S-400. Miratimi i kësaj mase legjislative, i cili është pjesë e Aktit për Mbrojtjen Kombëtare që autorizon shpenzimin e 700-miliardë dollarëve për armët dhe programet ushtarake amerikane, është aprovuar me 85 vota në favor dhe 10 kundër nga Senati amerikan. Dhoma e Përfaqsuesve e Kongresit amerikan, miratoi versionin e saj të këtij projektligji i cili u kritikua ashpër nga Ankaraja zyrtare. Kryeministri turk, Z. Yildirim e cilësoi miratimin e legjislacionit nga Kongresi amerikan si, “Një zhvillim fatkeq” dhe shtoi se “Turqia nuk është pa alternativa të tjera”.
Kongresi tani duhet të zgjidhë ndryshimet midis dy versioneve të këtij projektligji për shpenzimet ushtarake duke arritur një kompromis midis tyre dhe t’ia dërgoj Presidentit Trump për nënshkrimin ose veton e tij.
Në të dy Dhomat e Kongresit amerikan dhe në radhët e përfaqsuesve të dy partive kryesore – demokratë dhe republikanë – ekziston një mbështetje e fortë që të bllokohet shitja e aeroplanëve tepër modernë, Turqisë – një vend anëtar i aleancës NATO, por marrëdhëniet e të cilit po acarohen gjithnjë e më shumë me Shtetet e Bashkuara.
Një javë para miratimit të projektligjit për të bllokuar shitjen e aeroplanëve luftarakë amerikanë Turqisë, një grup prej 44 anëtarësh të Kongresit amerikan i dërguan një letër Sekretarit Amerikan të Mbrojtjes, Z. James Mattis që të bllokonte shitjen dhe dërgimin e këtyre aeroplanëve Ankarasë, për arsye të masave armiqësore ushtarake të saj në Siri, kërcënimit të Turqisë për t’i dhënë Rusisë — një fuqie armiqësore ndaj interesave të NATO-s dhe Shteteve të Bashkuara — sekretet ushtarake të NATO-s, dhe për të blerë nga Moska një sistem raketor rus, si dhe për shkeljen e të drejtave të njeriut dhe për sulmet e Ankarasë zyrtare kundër institucioneve demokratike të vendit”.
“Në kundërshtim me obligimet dhe me pritshmëritë e saj si anëtare e NATO-s, të cilat duhej të zbatoheshin nga një aleat i përgjegjëshëm”, në vend të kësaj,Turqia — theksojnë kongresmenët në letrën e tyre drejtuar shefit të Pentagonit – “Po vepron aktivishit për të minuar interesat e Shteteve të Bashkuara anë e mbanë botës.” Ligjëvensit amerikanë theksojnë më tej në letrën e tyre, se “Veprimet e vazhdueshme ushtarake të Turqisë kundër interesave amerikane, degradimi i pamëshirë i të drejtave të njeriut dhe demokracisë nën regjimin e Presidentit Erdogan në vend, si dhe qëllimet e qarta të tij për të ndërtuar një partneritet strategjik me Rusinë, kanë dëmtuar rëndë marrëdhëniet midis Shteteve të Bashkuara dhe Turqisë”, theksohet në letrën e kongresmenëve amerikanë. Me gjithë paralajmërimet nga Washingtoni, kongresmenët thonë se Turqia nënshkroi marrëveshjen me Moskën për blerjen e sistemit rus të raketave. Si rrjedhim, ligjvënsit amerikanë të dy partive politike – demokratë dhe republikanë –përfundojnë letrën e tyre dërguar Sekretarit amerikan të mbrojtjes, Z. James Mattis, se “Ne duhet ta mbajmë Turqinë përgjegjëse për sjelljet që kërcënojnë interesin kombëtar të Shteteve të Bashkuara, sjelljet që minojnë interesat e partnerëve dhe aleatëve tanë dhe të cilat janë simbol i sulmeve të gjithanëshme ndaj vlerave themelore demokratike. Për këto arsye”, përfundojnë kongresistët amerikanë letrën e tyre të dates 14 qershor, dërguar shefit të Pentagonit, “Ju bëjmë thirrje që të merrni të gjitha masat e nevojshme për të bllokuar shitjen dhe dërgimin e aeroplanëve amerikanë të tipit F-35, Turqisë.”

Duket se sa më të ngushta të bëhen marrëdhëniet midis Presidentëve Vladimir Putin dhe Recep Erdogan, aq më shumë keqësohen marrëdhëniet e Rusisë dhe të Turqisë me Bashkimin Evropian dhe me Shtetet e Bashkuara. Ankaraja akuzon Bashkimin Evropian se ndër të tjera, mbështet kryengritësit kurdë, ndërsda Shtetet e Bashkuara i akuzon se strehojnë klerikun Fethullah Gulen dhe se përkrahin kurdër sirianë, të cilët Turqia i konsideron si terroristë. Aykan Erdemir, një ish anëtar i Parlamentit turk dhe tani një eskpert pranë Fondacionit në Mbrojtje të Demokracive është shprehur në një prej medieve të Lindjes së Mesme se bllokimi i shitjes së aeroplanëve amerikanë Turqisë, tregon se sa poshtë kanë rënë marrëdhëniet midis Shteteteve të Bashkuara dhe Turqisë. Për këtë gjëndje të krujuar në marrëdhëniet dy-palëshe, eksperti turk fajësoi zyrtarët turqë dhe medien pro-qeveritare, se po inkurajonë anti-amerikanizmin me deklaratat e tyre kërcnuese siç është kërcënimi se Turqia do të sulmojë forcat amerikane në Siri”, u shpreh ai.
Sidomos gjatë luftës së ftohtë, Shtetet e Bashkuara e konsideronin Turqinë si një prej aleatëve më të ngushtë të Washingtonit – ushtarëve turq u kishte dalë nami për heroizmin e tyre gjatë luftës së Koresë kundër forcave komuniste në fillim të 1950-ave — por gjatë 10-viteve të fundit, kjo aleancë që dikur ishte shumë e fortë midis këtyre dy vendeve, sidomos në fushën ushtarake, ka ardhur duke u keqësuar si rrjedhim i shkeljes së vlerave dhe normave demokratike nga Presidenti turk, Recep Erdogan. Fatkeqësisht, rezultat i këtij keqësimi në marrëdhëniet midis Washingtonit dhe Ankarasë është edhe bllokimi nga ana e Kongresit amerikan të shitjes së aeroplanëve modernë luftarakë amerikan, Turqisë.

Ndërkaq, Rusia dhe Turqia kanë lënë mënjanë rivalitetet e tyre historike si dhe ndryshimet midis tyre që mund të kenë lidhje me çështjet rajonale, përfshirë edhe Ballkanin Perëndimor, ku duket se për qëllime të përbashkëta, kanë gjetur një “modus vivendi” midis tyre, në përpjekje për të minimizuar influencën amerikane dhe të BE-ës në rajonin e vendeve ballkanike në interesin e tyre dhe të aleatës së tyre Serbisë, duke lidhur marrëdhënie të forta ekonomike dhe një partneritet strategjik afat-gjatë midis Putinit dhe Erdoganit, ndërsa të pakën në sipërfaqe, marrëdhëniet midis dy vendeve sa vinë e keqësohen.
Besoj se Shtetet e Bashkuara dhe Turqia, heret ose vonë, me Erdoganin si udhëheqës i Turqisë ose me ndonjë tjetër — në interesin e tyre të përbashkët strategjik dhe ushtarak – dy vendet do i rregullojnë marrëdhëniet midis tyre, por shpresoj dhe lutem që në këtë ndërkohë, marrëdhëniet e shqiptarëve me Shtetet e Bashkuara mos të pësojnë ndonjë dëm afatgjatë, si rezultat i deklaratave të vazhdueshme dhe entuziaste të zyrtarëve më të lartë shqiptarë, “admirues” të Presidentit Erdogan dhe mbështetës të politikave të tija të mbrendshme dhe të jashtme, në kundërshtim me qëndrimet e aleatës strategjike, mbështetses historike të interesave të kombit shqiptar, Shteteve të Bashkuara të Amerikës. Mos të na marrë edhe ne me vete Erdogani në klubin e tij me Putinin!

We write to urge you to prevent the planned delivery of F-35 Lightning II jets to the Republic of Turkey.
Contrary to its NATO obligations and the expectations that should govern a responsible ally, Turkey is actively operating to undermine U.S. interests around the world. Turkey’s repeated military actions against American interests, relentless
degradation of human rights and democracy under President Erdogan, and clear intention to build a strategic partnership with Russia have completely eroded the U.S.-Turkey relationship.
Our concern about the sale of F-35 jets to Turkey comes against the backdrop of Trirkey’s planned prirchase of the Russian S-400 surface-to-air missile system. As a NATO ally, Turkey integrates its military systems with those of other NATO members. The United States and NATO have warned Turkey that the integration of the Russian S- 400 missile system with the F-35 aircra’ft would threaten exposure of our most closely guarded military secrets to a major power hostile to NATO and U.S. interests. Despite these warnings, Turkey signed tlie agreement with Russia and recently pushed up the delivery date from 2020 to 2019. The growing ties between Turkey and Russia and their shared penchant for authoritarian rule, hostility to the sovereignty of other nations, and domestic human rights abuses are fundamentally at odds with U.S. interests. It is inconceivable that we would place the F-35 technology in the hands of the deepening Russian-Turkish military relationship.
We also have no confidence that Turkey will use F-35s responsibly in the region. Under the guise of targeting the Kurdistan Workers’ Paity (PKK), Turkey has bombarded civilian areas and U.S.-suppozted Kurdish YPG forces. Turkish attacks have also killed Kurdish Peshmerga fighters in Iraq. Turkey’s assault on Afrin in Northern Syria has
killed hundreds of civilians and displaced more than one hundred thousand others. In the face of international condeinnation, Turkey is expanding its campaign in Northern Syria and has set its sights on Manbij, wliere U.S. troops maintain a presence in the continuing fight against ISIS. Turkey’s duplicity and military adventurism in Syria have given

advantage to ISIS, Iran, and Russia, as well as to extremist rebel forces, all at the expense of tlie United States. Erdogan’s outrageous threat to attack American soldiers in Syria is reason enough to block the delivery of any military sales to tlie Repriblic of Turkey, let alone the most advanced generation of military attack aircraft.
Turkey has also shown that it cannot be counted ripon to demonstrate restraint
even when on American soil. On May 16, 2017, President Erdogan set loose his security forces against peaceful protesters assembled in Wasliington, D.C. This brutal attack was condemned unanimously by the House of Representatives in a vote of 397-0, and led Congress to prohibit a plaru’ied sale of firearms to Erdogan’s security forces. Tliis vote recognized that Erdogan’s despotic attack on American citizens was an attack on orir cherished constitutional libeities. The brazenness of this assault and Turkey’s re’tusal to cooperate with the subsequent investigation demonstrates the level of contempt President Erdogan has for tlie United States and for our democratic values and exposes Turkey as a practitioner and exporter of extreme, violent aritlioritarianism.
In addition to its threats against tlie United States, Turkey has made a common practice of aggressively targeting U.S. allies, while aiding and abetting our adversaries. Erdogan has relentlessly harangued Israel, calling it a”terrorist state” and, in retaliation for the opening of the U.S. embassy in Jerusalem, recalling the Turkish ambassadors
from tlie United States and Israel. Turkey continues to provoke Greece and violate its territory; tlie ramming of a Greek vessel by a Turkish sliip is one of tlie latest salvos in this long-running dispute. Furthermore, more than foity years after illegally occupying Cyprus, Turkey’s violations of Cypriot sovereignty have grown more brazen, including recently ordering military vessels to prevent Cypriot-licensed Italian sliips from exploring Cyprus’ exclusive economic zone for natural gas. Turkey has indicated that it will intensify tlie standoff by sending its own drilling ships to corinter those recently
dispatched by ExxonMobil. The European Union took the step of formally denouncing Turkey for tl”iese illegal acts. All the while, Turkey has embarked on a strategic
realigi’unent witli our adversaries, Russia and Iran, actively siding with both nations to bring about an outcome in Syria that excludes the United States and rindermines our national security interest of denying Iran strategic depth across tlie Middle East.
Within Turkey itself, the lurch towards authoritarian rule is intensifying by the day, with American citizens now becoming a target. Under the state of emergency law enacted following tlie July, 2016 failed coup, Turkey has detained Americans, including U.S. consulate employees; refused to recognize the U.S. citizensliip of dual citizens; and denied U.S. diplomats access to the detained. Recently, 220 Members of Congress wrote to Erdogan demanding the release of Pastor Andrew Brunson, an American lield by Trirkey 011 baseless cliarges since October, 2016. Turkey lias rebriffed appeals by tl’ie Administration and Congress for these Americans’ release and appears to be holding
tliem as leverage to secure tlie extradition of Fethullali Gulen. Allies worthy of our most advanced military tecl’u”iology would not hold Americans liostage over an unrelated disprite. Turkey has also held German, Greek, and other nationals hostage for trade in ongoing disputes with tliose coruitries.
Since the coup, Trirkey l’ias arbitrarily arrested 160,000 of its own citizens and
fired approximately tlie same number of civil servants. These arrests amount to collective punishinent, as Erdogan targets not just critics of his despotic regime but their families as well; more tlian 600 cliildren are currently imprisoned in Turkey. Arbitrary detention and sliam trials are hallmarks of authoritarianism. Tliese mass firings and arrests of
journalists, acaden’iics, civil servants, judges, and others are designed to intimidate any opposition to Erdogan and cliill the freedoms that are tlie pillars of any free society.
It is hard to imagine a more compelling case for reevaluating the delivery of U.S. military tecl’inology to a foreign state. We must hold Turkey accountable for conduct
that threatens U.S. national security, undermines the interests of orir paitners and allies, and represents a broadside attack against fundamental democratic values. For these reasons, we urge you to take whatever steps are necessary to prevent the planned delivery of F-35 fighter jets to Turkey.
