WASHINGTON, D.C. Albanians for America welcomes the introduction of the Supporting the Rule of Law, Building Institutional Justice, and Accountability Act the “SRBIJA Act” and commends the members of Congress who are demanding greater accountability from the Government of Serbia.
This legislation sends a clear and important message: the United States will not turn a blind eye to democratic backsliding, corruption, attacks on independent institutions, suppression of peaceful protesters, or policies that undermine stability in the Western Balkans.
The SRBIJA Act explicitly recognizes serious concerns regarding Serbia’s rule of law, judicial independence, media freedom, corruption, and treatment of student led and civic protests. It also calls for credible and independent investigations into the Novi Sad railway station disaster and allegations of excessive force against peaceful demonstrators.
For years, Serbia has sought to present itself as a reliable partner of the United States and Europe while simultaneously maintaining deep political, economic, and security relationships with Russia and China, and increasingly engaging with Iran. The SRBIJA Act appropriately recognizes that these relationships deserve serious scrutiny when they conflict with U.S., NATO, and European security interests.
Most importantly, this legislation establishes that U.S. engagement and assistance should be tied to measurable progress. The bill calls for attention to free and fair elections, anti-corruption measures, rule of law, freedom of the press, and freedom of assembly. It also provides for sanctions against individuals whose actions threaten peace, stability, democratic institutions, or human rights in the Western Balkans.
Albanians for America views this as a significant step toward holding the Serbian government accountable for its actions and policies.
At the same time, we make an important distinction: our concern is with the policies and conduct of the Government of Serbia, not with the Serbian people. The people of Serbia deserve democracy, transparency, independent institutions, freedom of expression, and a government accountable to its citizens.
The same principles must apply throughout the Western Balkans.
We particularly welcome the bill’s recognition of the importance of the EU-led dialogue between Serbia and Kosovo and its call for continued U.S. support for that process. Any lasting peace in the region must be based on accountability, mutual recognition, respect for existing agreements, and an end to destabilizing behavior.
The United States has invested decades of diplomatic, economic, and security resources in building a peaceful and democratic Western Balkans. That investment must not be undermined by governments that move away from democratic values while simultaneously strengthening relationships with authoritarian powers.
Albanians for America therefore calls on Congress and the Administration to continue supporting policies that:
• Hold Serbian officials accountable for corruption and human rights abuses;
• Defend democratic institutions, free elections, freedom of the press, and peaceful assembly;
• Closely examine Serbia’s growing political and security ties with Russia, China, and Iran;
• Support the sovereignty and security of Kosovo;
• Strengthen the U.S.-Kosovo strategic partnership;
• Support the EU-led Serbia-Kosovo dialogue while demanding meaningful implementation and accountability; and
• Make deeper U.S.-Serbia cooperation dependent upon credible and sustained democratic reform.
The SRBIJA Act makes clear that partnership with the United States is not a blank check. It comes with responsibilities.
Albanians for America strongly supports this principle and urges Congress to continue holding the Government of Serbia to the same democratic and security standards expected of every country seeking a strong partnership with the United States.

Albanians for America mirëpret SRBIJA Act dhe kërkon llogaridhënie nga Serbia
WASHINGTON, D.C. — Albanians for America mirëpret prezantimin në Kongresin Amerikan të “Supporting the Rule of Law, Building Institutional Justice, and Accountability Act” SRBIJA Act, dhe përshëndet anëtarët e Kongresit që po kërkojnë më shumë llogaridhënie nga Qeveria e Serbisë.
Ky legjislacion dërgon një mesazh të qartë dhe të rëndësishëm: Shtetet e Bashkuara nuk mund të mbyllin sytë përballë regresit demokratik, korrupsionit, dobësimit të institucioneve të pavarura, shtypjes së protestuesve paqësorë apo politikave që dëmtojnë stabilitetin në Ballkanin Perëndimor.
SRBIJA Act evidenton shqetësime serioze lidhur me sundimin e ligjit në Serbi, pavarësinë e gjyqësorit, lirinë e medias, korrupsionin dhe trajtimin e protestave studentore dhe qytetare. Projektligji kërkon gjithashtu hetime të besueshme dhe të pavarura për tragjedinë e stacionit hekurudhor në Novi Sad dhe për akuzat mbi përdorimin e tepruar të forcës ndaj protestuesve paqësorë.
Për vite me radhë, Serbia është përpjekur të paraqitet si një partner i besueshëm i Shteteve të Bashkuara dhe Evropës, ndërkohë që vazhdon të mbajë marrëdhënie të thella politike, ekonomike dhe të sigurisë me Rusinë dhe Kinën, si dhe po thellon bashkëpunimin me Iranin.
SRBIJA Act e njeh me të drejtë nevojën për një shqyrtim serioz të këtyre marrëdhënieve, veçanërisht kur ato bien ndesh me interesat e sigurisë së Shteteve të Bashkuara, NATO-s dhe Evropës.
Albanians for America e konsideron këtë një hap të rëndësishëm drejt mbajtjes së Qeverisë së Serbisë përgjegjëse për veprimet dhe politikat e saj.
Në të njëjtën kohë, ne bëjmë një dallim të rëndësishëm: shqetësimi ynë është për politikat dhe veprimet e Qeverisë së Serbisë, jo për popullin serb. Populli i Serbisë meriton demokraci, transparencë, institucione të pavarura, liri të shprehjes dhe një qeveri që i përgjigjet qytetarëve të saj.
Të njëjtat parime duhet të zbatohen në të gjithë Ballkanin Perëndimor.
Ne mirëpresim veçanërisht faktin që projektligji njeh rëndësinë e dialogut të udhëhequr nga Bashkimi Evropian ndërmjet Serbisë dhe Kosovës dhe mbështet vazhdimin e angazhimit amerikan në këtë proces. Një paqe e qëndrueshme në rajon duhet të bazohet në llogaridhënie, njohje të ndërsjellë, respektimin e marrëveshjeve ekzistuese dhe fundin e çdo sjelljeje destabilizuese.
Shtetet e Bashkuara kanë investuar për dekada burime diplomatike, ekonomike dhe të sigurisë për ndërtimin e një Ballkani Perëndimor paqësor dhe demokratik.
Ky investim nuk duhet të minohet nga qeveri që largohen nga vlerat demokratike, ndërkohë që forcojnë marrëdhëniet me fuqi autoritare.
Për këtë arsye, Albanians for America i bën thirrje Kongresit dhe Administratës Amerikane që të vazhdojnë të mbështesin politika që:
• Mbajnë përgjegjës zyrtarët serbë për korrupsionin dhe shkeljet e të drejtave të njeriut;
• Mbrojnë institucionet demokratike, zgjedhjet e lira, lirinë e medias dhe të drejtën për tubim paqësor;
• Shqyrtojnë me seriozitet lidhjet në rritje të Serbisë me Rusinë, Kinën dhe Iranin;
• Mbështesin sovranitetin dhe sigurinë e Republikës së Kosovës;
• Forcojnë partneritetin strategjik SHBA–Kosovë;
• Mbështesin dialogun e udhëhequr nga BE-ja ndërmjet Serbisë dhe Kosovës, duke kërkuar zbatim real dhe llogaridhënie; dhe
• E bëjnë thellimin e bashkëpunimit SHBA–Serbi të kushtëzuar nga reforma demokratike të besueshme dhe të qëndrueshme.
SRBIJA Act e bën të qartë se partneriteti me Shtetet e Bashkuara nuk është një çek i bardhë. Ai shoqërohet me përgjegjësi.
Albanians for America e mbështet fuqishëm këtë parim dhe i bën thirrje Kongresit të vazhdojë ta mbajë Qeverinë e Serbisë nën të njëjtat standarde demokratike dhe të sigurisë që priten nga çdo vend që kërkon një partneritet të fortë me Shtetet e Bashkuara.
Demokracia, llogaridhënia, sovraniteti dhe paqja duhet të jenë themeli i politikës amerikane në Ballkan.
